About the Position: Position is located with the Headquarters Dept of Army (HQDA), US Army Inspector General Agency, Principle Director to the Inspector General, Technical Inspections Division, Arlington, VA.

Duties

Attend staff assistance visits, inspections, and investigations of personnel certifications for DOD and Army Reliability and Suitability Programs. Comprehend and measure compliance with Army, DOD, Federal laws, regulations, directives, policies, and mandatory guidelines while staying abreast of emerging technical issues, risks, policy changes, and organizational challenges. De-conflicts regulatory requirements and accurately interprets technical policies and procedures. Propose new policies, guidelines, and regulations where existing technical criteria is incomplete, inappropriate, or does not provide the needed protections in order to minimize risk to the DOD, the Army, and employees. Evaluate and correlate information from organizational inspections to identify systemic faults that may present an adverse impact upon operations Army-wide. Lead, coordinate, and conduct focused compliance, systemic, special inspections, investigations, inquiries and management evaluations related to Army chemical, biological, radiological, and nuclear programs with a high level of technical expertise. Lead efforts to minimize risk during chemical, biological, radiological, and nuclear operations to prevent incidents or accidents at DOD laboratories and facilities. Conduct announced and unannounced on-site chemical, biological, radiological, nuclear and other technical inspections as directed, with an emphasis on personnel reliability, suitability, and security.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top-Secret security clearance.
  • This position is a Testing Designated Position subject to applicant testing and random drug testing. Selectees will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing.
  • The employee will be in a travel status approximately 50% of the time. Must be willing and able to travel by all conventional modes, to include military aircraft.
  • Must be able to obtain an Inspector General (IG) certificate from the Inspector General School upon completion of the three-week IG Training. Incumbent is subject to removal if unable to obtain certification at the end of training.
  • Incumbent must maintain confidentiality of Inspector General information and adhere to the requirements of Army Regulation 20-1.

Specialized Experience: One year of specialized experience equivalent to at least the GS-13 grade level in the Federal service which includes advising on areas such as, existing policies and procedures, emerging developments and improvements in technical and safety procedures, and organizational compliance and non-compliance trends; measuring organizational compliance against federal and local standards, and recommending changes as needed; supporting the chemical, biological, radiological, and nuclear missions while minimizing risk and ensuring the safety of personnel and the environment; preforming inspections at facilities identifying trends and providing recommendations, de-conflicting issues, and resolution of inspection deficiencies to improve overall readiness and mission accomplishment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
