This position is located in the Office of Field Operations, Regulatory Operations, Des Moines District. The district office is responsible for the overall management of an inspection and enforcement program involving meat, poultry, and egg products in several states. The incumbent of this position has responsibility for coordinating a variety of staffing and related functions to ensure proper and adequate coverage of inspection assignments.

Duties

Coordinates staffing and coverage of inspection assignments within the district based on leave plans, plant activity, training, and other factors. Coordinates travel advances and authorizes and audits travel vouchers. Administers the leave program for inspection and enforcement personnel. Compiles staffing projections for use by the Resource Manager and Resource Coordinator. Advises the District Manager on specific training courses based on employee backgrounds.

Requirements

  • Subject to satisfactory adjudication of background investigation and/or fingerprint check.

Qualifications

Applicants must meet all qualifications and eligibility requirements (including time-in-grade restrictions, specialized experience and/or education) by the closing date of the announcement, as defined below: Time in grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-05 grade level for consideration at the GS-07 grade level.) For the GS-07 level: Applicants must have one year of specialized experience (equivalent to the GS-05 level) that demonstrates: - Assisting in researching and interpreting basic regulations and guides .- Assisting in the development of staffing reports- Answering routine inquires on personnel and management issues from the field employees and other customers - Maintaining and coordinating calendars and events. - Compiling and assembling data to create and maintain spreadsheets. Managing personnel files, training, leave, staffing or other administrative requirements For the GS-09 level: Applicants must have one year of specialized experience equivalent to the GS-07 level that demonstrates experience in the following: - Researching inquiries and providing guidance and advisory services to customers at multiple levels related to staffing. - Maintaining personnel management and file/records management. - Coordinating training events and providing input or recommendations for training requirements. - Researching and interpreting basic regulations and guides. - Assisting in the development of staffing reports. - Assisting in providing services to customers at multiple levels related to staffing. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Applicants can also qualify at the GS-7 level via education in one of the ways listed below:
  • 1 full year of graduate level education.
  • Superior academic achievement: S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.

Applicants can also qualify at the GS-9 level via education in one of the ways listed below:
  • Master's or equivalent graduate degree.
  • 2 full years of progressively higher level graduate education leading to such degree
  • LL.B. or J.D., if related.
