This position serves as a Chief of the Business Office for the Central Iowa VA Health Care System. The incumbent is aligned under the Associate Director of the facility.
Duties
Major duties listed but no limited to:
Supervises a staff of employees to accomplish the work of the organizational unit.
In the absence of the Associate Director, the Business Office Chief serves as acting with full authority to act on their behalf.
Establishes plans and policies to ensure the accomplishment of programs and projects within the scope of the Business Office in an efficient and effective manner.
Developing strong relationships with the Veteran Service Organizations, Department of Defense, Tribal Leaders, and Community Providers to support and accelerate Veteran access to benefits, health care, and services.
Directly manages Member Services to ensure VA is compliant with legal, procedural, and
administrative requirements of a diverse and complex array of VA mandated programs, i.e.,
Beneficiary Travel Program, Enrollment and Eligibility, Death Benefits, etc.
Work Schedule: Monday-Friday, 8:00am-4:30pm (Work hours may be further discussed during interview)
Telework: Ad Hoc (situational) This type of telework occurs on an occasional, non-routine basis-for example, inclement weather, or, telework that occurs to complete short-term special assignments or to accommodate special circumstances even though the telework arrangement may occur continuously for a limited and specific period of time. VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/14/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems; range of administrative laws, policies, regulations, and precedents applicable to health/medical administration and business office operations; evaluating the content of new or modified legislation for projected impact upon agency programs and resources; adapting and extending workforce development principles and practices to significant projects and problems; fiscal policies/procedures and the ability to keep financial records, track and analyze spending trends, and maintain fiscal accountability to ensure the organization has adequate funds to support its programs, stays within its allocated budget and uses funds effectively for the purpose for which they are allocated.
