The incumbent serves as a Chief of the Business Office for the VACIHCS. The incumbent is aligned under the Associate Director of the facility. The incumbent provides leadership in the following areas: Patient Benefits, Health Information Management Section, Veterans Transportation Network, Business Program Application Integration, and the Facility Revenue Program in partnership with the Central Plains Consolidated Patient Account Center (CPAC.)
Duties
Major duties listed but no limited to:
Supervises a staff of employees to accomplish the work of the organizational unit. Exercises supervisory authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised. In the absence of the Associate Director, the Business Office Chief serves as acting with full authority to act on their behalf.
The incumbent establishes plans and policies to ensure the accomplishment of programs and projects within the scope of the Business Office in an efficient and effective manner. He/she is delegated wide latitude in managerial and programmatic decision-making matters. Work is evaluated for timely fulfillment of program milestones, impact of advice and leadership, results of decisions and overall contribution to the accomplishments of the VACIHCS.
Continually analyzes the effective utilization of all personnel costed to programs in the Business Service. Allocates available manpower resources to meet challenging workload demands and clinical service requirements. The incumbent is responsible for the efficient, effective, and economical assignment of staffing to provide adequate administrative support during regular and irregular tours of duty. Staff works all shifts (24 hours a day/7 days a week). To accomplish the workload, there are approximately 60 FTEE assigned to a variety of technical, administrative positions, ranging from GS-4 to GS-13. Staff are located at multiple sites throughout the VACIHCS locations adding to the challenges to manage all the staff.
Develops both long- and short-range policies and plans for the organizations by coordinating the medical administration needs of the health care system or network. Provides formulated planning direction for center for the Health Care System by taking the initiative to identify needs and potential issues/concerns and devising flexibilities in operations and constructive, cost-effective approaches to the resolution of problems. Participates in the formative stages in overall facility managerial planning to assure that an awareness of medical administrative issues and implementations are considered and influence management decisions. Serves on various facility strategic planning committees and management on-site meeting with other agencies and program officials. Develops detailed plans, goals, and objectives for the long-range implementation and administration of Business Service programs and develops criteria and performance measures for evaluating the effectiveness of Business Service.
Plays a central role in developing and coordinating internal review systems to assure that both clinical and administrative activities are following agency, accrediting, and regulatory requirements. Analyzes inter- related issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs within Business Service. Establishes minimum standards for quality and productivity. Directs program implementation. Directs quality and productivity programs for the Health Care System. Reviews survey data to ensure that optimal patient care is being provided and that the Health Care System resources are being appropriately and fully utilized. The incumbent also conducts studies to resolve administrative problems which arise during normal operations and will present conclusions and recommendations.
Work Schedule: Monday-Friday, 8:00am-4:30pm (Work hours may be further discussed during interview)
Telework: Ad Hoc; This type of telework occurs on an occasional, non-routine basis-for example, inclement weather, or, telework that occurs to complete short-term special assignments or to accommodate special circumstances even though the telework arrangement may occur continuously for a limited and specific period of time. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems; range of administrative laws, policies, regulations, and precedents applicable to health/medical administration and business office operations; evaluating the content of new or modified legislation for projected impact upon agency programs and resources; adapting and extending workforce development principles and practices to significant projects and problems; fiscal policies/procedures and the ability to keep financial records, track and analyze spending trends, and maintain fiscal accountability to ensure the organization has adequate funds to support its programs, stays within its allocated budget and uses funds effectively for the purpose for which they are allocated.
