The primary purpose of this position is to serve as systems analyst, action officer, and consultant to management in support of enterprise information technology services and infrastructure environment standards, policy, programs and plans.
Duties
Analyzes complex operational, tactical, situational awareness processes and cyber systems (Security) in order to support mission activities.
Develops assessment materials, plans scenarios, and exercises to determine operational requirements and gaps.
Assesses policy needs and develops policy and procedures governing enterprise IT services.
Provides expert technical guidance and advise requiring a high level of skill in analyzing systems status as related to potential organizational business requirements.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A). Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Specialized Experience for GS-7 (or equivalent) and Above: Positions at GS-7 (or equivalent) and above require one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes participating in IT program development, planning and deployment of new initiatives; and/or planning, organizing and managing the IT requirements and assessing long and short-term IT integration and migration capabilities. Experience may also include experience in applications lifecycle management, planning, organizing and directing daily activities associated with communications and information technology (IT); and/or leading and managing both development and sustainment activities for IT projects. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery of knowledge regarding communications-computer system requirements, AFCYBER tactics, Techniques and procedures, the Air Force Information Network (AFIN) enterprise architecture, along with an in-depth knowledge of current and projected threats to the Department of Defense Information Network (DODIN) and the AFIN.
2. Mastery of knowledge of the principles, concepts, and theories of Cyber Operations, and the standard practices, methods, and tactics, techniques, procedures of the operation to perform difficult and complex assignments.
3. Mastery of Information Technology, (IT) best commercial and military practices, testing concepts and weapon systems capabilities. Utilizing this knowledge to assist AFSC in accomplishing its cyber mission.
4. Knowledge of analytical and evaluative methods and techniques, as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods.
5. Skill in applying the principles, concepts, and practices of analysis sufficient to perform difficult assignments.
6. Ability to understand, develop analytical investigative techniques, and provide feasible solutions to operational challenges, by working within and outside the organization to gain support for the organizations goals and objectives.
7. Ability to communicate clearly.
8. Knowledge of life cycle process for systems and on trends in present and emerging communications technology,
9. Knowledge of Planning, Programming, Budget and Execution (PPBE) System in order to develop cost benefit analysis and advocate for program funding.
10. Ability to maintain an up-to-date awareness of technology advances, DOD initiatives to incorporate technology into enterprise services and programs and predict how management can meet future requirements.
11. Knowledge of the procedures and techniques necessary to gather, synthesize, and draw conclusions regarding trend analysis.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
