Duties

Develops, interprets, coordinates, and disseminates policy guidance and procedures for program budget formulation. Performs analytical and evaluative work necessary to develop manpower and program budget estimates for functions and operations Monitors effectiveness of program activities in relation to established program objectives and budgetary thresholds ensuring program balance. Designs and conducts complicated management studies, surveys, reviews, and research projects and provides advisory services on issues of such intensity and breadth that they often require input and assistance Performs analysis to evaluate program efficiency and measure costs balanced against mission priority and efficiency. Serves as a staff expert responsible for the formulation, development, and implementation of plans, policies, and procedures. Provides instructions, planning factors, cost analysis, and policy guidance to subordinate organizations and directorates for developing organizational and substantive program changes throughout the Command. Analyzes manpower and funding requirements to ensure staffing levels are within Table of Distribution and Allowance (TDA) and recommends/develops changes to TDA based on manpower and mission changes Receives, reviews, and provides recommendations based on special requests for additional manpower allocations outside of the typical manpower allocation cycles. Performs other duties as assigned.

  • Department of the Army DA Civilians must successfully complete all mandatory Civilian Education System CES courses which may require travel.
  • Obtain/Maintain Financial Management Certification.

Qualifications

Time in Grade: For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service. Specialized Experience: For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service. Specialized experience is defined as managing all aspects related to Table of Distribution and Allowances (TDAs), manpower, and force structure to include evaluating mission, organization, or staffing changes to determine impact on staffing requirements and allocations to assure that all manpower requirements are fully considered and justified. Additional desired experience includes planning, gathering, analyzing, developing, and preparing briefings for the annual Program Objective Memorandum (POM) requirement submissions. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
