This position is located with Bonneville Power Administration (BPA), in Supplemental Labor Management Office (NSP), Supply Chain Services (NS), Chief Administrative Office (N).
A successful candidate will work with customers to develop and standardize contractor job descriptions, implement computer applications that streamline work processes, track contractor performance metrics, collect data and develop reports, and serve as a Contracting Officer's Technical Representative (COTR).
Duties
As a Management and Program Analyst (Supplemental Labor), you will:
Requirements
- Must be a U.S. Citizen or National.
- This employer participates in the e-Verify program.

- Suitable for Federal employment, as determined by a background investigation.
- May be required to successfully complete a probationary period.
- This position does not support remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 3 days per pay period.
- Selectee will be required to complete the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annually.
- A valid state driver’s license is preferred.
- May be required to serve as Contracting Officers Representative for BPA grants and agreements; this duty includes additional training and certification.
- This position has been designated as requiring a PUBLIC TRUST background.
- A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-11] in the Federal service.
Specialized experience for this position is defined as: 1) Conducting studies and analyses to identify and propose supplemental labor, contingent workforce or other personnel related forecasting, acquisition, and retention plans and approaches; and (2) Providing advice and guidance to internal and external customers on procurement processing and monitoring service contracts to include developing position descriptions including duties and responsibilities, qualification, and required skills and competencies for an organization; and 3) Utilizing supplemental labor vendor management systems, such as Fieldglass, in a high volume work environment to collect and analyze assignment data, create management reports, source labor, and support clients.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Physical Demands: The work is sedentary, although some physical effort may be required in stooping, kneeling, bending, carrying a laptop computer, etc.
Work Environment: Work is typically performed in an adequately lighted and climate controlled office. May require occasional travel
