Joining the Secret Service, Office of Human Resources, Emergency Preparedness Program will allow you to implement and improve existing policies and procedures, while planning crisis management, continuity-of-operations, and training activities in support of the agency. Duties

The selectee will serve as an Emergency Management Specialist in the Emergency Preparedness Program. Typical work assignments include: Assisting in the planning and coordination of operational readiness exercises. Coordinating with training exercise participants to ensure all personnel have proper training in response procedures. Serving as a liaison and spokesperson regarding general inquiries associated with emergency preparedness and continuity of operations procedures. Observing, studying, analyzing, and formulating a variety of strategies and methods designed to safeguard agency personnel, resources, facilities, essential records, and information systems. Identifying potential problems or deficiencies in emergency evaluation and continuity of operations plans or procedures.

Applicants must demonstrate that they meet the Minimum Qualifications/Specialized Experience requirements as noted below. Minimum Qualifications: You qualify for the GS-7 level (starting salary $55,924.00) if you possess one of the following: GS-7: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-5 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Gathering information for reports on emergency management program functions; Applying administrative clerical concepts, practices, and policies to support program operations; and Performing administrative tasks to support the development of contingency plans. OR You have a bachelor's degree from an accredited college or university, AND meet one of the following provisions of Superior Academic Achievement: 1) Maintained a grade-point average of "B" (a GPA of 3.0 or higher) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; 2) Maintained a grade-point average "B+" (a GPA of 3.5 or higher) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; 3) Rank in the upper one-third of your class in the college, university, or major subdivision; 4) Be a member of a national honor (other than freshman honor societies) recognized by the Association of College Honor Societies. Please submit a college transcript(s) showing your grade point average for all four years of undergraduate study, including all transferred courses. NOTE: GPA's are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an honor society. OR You have one full year of graduate level study, in a field that provided the knowledge, skills, and abilities necessary to do the work. NOTE: One academic year of graduate education is considered to be the number of credit hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. OR You have combination of some specialized experience, but less than one year; and you have some graduate education but less than one year of education. However, you have a combination of specialized experience and graduate level education that when combined, equals at least 100% of the total requirement. Minimum Qualifications: You qualify for the GS-9 level (starting salary $68,405.00) if you possess one of the following: GS-9: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-7 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Utilizing analytical skills to assist in the preparation of contingency plans and/or development of staff reports; Assisting in the development of current procedures, guidelines, and/or recommendations for changes to existing policies; and Distributing an office's emergency evacuation plans. OR You have successfully completed a Master's or equivalent graduate degree; or two (2) full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related, at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to perform this work. Note: You must submit a copy of your college transcript (official or unofficial) to support your claim. OR You have a combination of specialized experience (less than one year) and graduate education (less than two years) that when combined equals 100% of the qualification requirement. Note: Only graduate education in excess of one year (generally 18 semester hours) may be used in this calculation. You must submit a copy of your college transcripts (official or unofficial) and your resume must explicitly indicate how you meet the experience, otherwise you will be found ineligible. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. You will receive credit for all qualifying experience, including volunteer experience.
