This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare, (CM), Hospital & Ambulatory Policy Group (HAPG), Division of Practitioner Services (DPS).
As a Health Insurance Specialist, GS-0107-14, you will provide technical direction, oversight, and support on emerging or precedent setting issues related to the implementation of physician and other intersecting clinical payment policies under the law.
Duties
Leads and/or conducts analyses and special studies of policy issues and topics related to Hospital and Ambulatory Policy Group.
Represents CMS at conferences and in technical discussions to explain and justify specific payment policies and data analyses used in proposing changes in policy, legislation, and regulations, and in establishing program goals and objectives.
Leads analysis and recommends improvements to the design, implementation, and management of the physician rate setting, payment policies/procedures, program guidance, business and communications processes, and decision support capabilities.
Serves as a technical authority for analyses and special studies of policy issues and topics including, for example, oral health policy and operational initiatives related to physician and other payment systems.

In order to qualify for the GS-14 position , you must clearly demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Analyzing, drafting, and implementing Medicare Fee-For Service (FFS) payment policies; and (2) Leading teams in completing projects related to the development and clarification of oral health and dental services payment policy and data analysis; and (3) Overseeing implementation of oral health and dental services payment policy; and (4) Briefing leadership on policy options and providing recommendations to assist in the payment policy decision making process.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
