The primary purpose of this position is to serve as a unit Recruiter, Assessment, Selection, Training and Development (RAST-D) subject matter expert, responsible for filling vacancies for nearly 70- AFSCs and subject matter expert for all assignment issues to include time on station waivers, family special needs, billet issues and other candidate eligibility requirements.

Duties

Plans, organizes, develops, and executes Recruiting actions to fill critical unit manpower requirements. Develops, Schedules, and Coordinates the unit's Assessment and Selection (A&S) Phase. Reviews, Identifies and Coordinates Training and Development Deficiencies. Catalogs applications in the Recruiting Management System (RMS).Maintains RMS actions for an 0-6 Joint Task Force inside a 3-subunified command.

  • Position is designated special-sensitive, and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the previous level, assignments require knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program. operations carried out by administrative or professional personnel, or substantive administrative support functions (i.e., internal activities or functions such as supply, budget, procurement, or personnel which serve to facilitate line or program operations). This level includes knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources (people, money, or equipment) in the area studied. Projects and studies typically require knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization. Knowledge is used to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting. The assignments require knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Knowledge is applied in developing new or modified work methods, organizational structures, records and files, management processes, staffing patterns, procedures for administering program services, guidelines and procedures, and automating work processes for the conduct of administrative support functions or program operations. Knowledge may also be applied in analyzing and making recommendations concerning the centralization or decentralization of operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the Recruiter Management System (RMS) and lead refinement processes. RMS techniques to analyze, design, develop, implement, and evaluate recruiting actions. Knowledge of organizational procedures as they pertain to implementation, sustainment, modification, resourcing, and the RAS system production management principles, concepts, and policies to include resources management responsibilities of budget, and manpower Knowledge of the AFPC agency assignment processes, policies and regulations, restrictions, limitations, and timeframes. Knowledge of Office of Personnel Management (OPM) civilian personnel guidance, policies, and procedures as it pertains to vacancies, assignments, and eligibility. Ability to perform public speaking engagements for up to 200 attendees, plan, organize, and direct the functions, operations, and staff of a small/medium-sized organization for RAS related events. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
