You will serve as an IT Specialist (EntArch/SysAdmin) in the Enterprise Services Branch of NAVSURFWARCENDLD.
The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high-grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $153,354).
Duties
You will perform support activities through Software Development Life Cycle (SDLC) including designing, testing, debugging, deploying and maintaining ServiceNow.
You will maintain industry-standard procedures and techniques (e.g., configuration management, source code control) to ensure proper procedures are implemented that meet the system standards.
You will apply project management principles, methods, and practices as a member of project teams comprised of technical IT experts (both FTE and contractor) to support the coordination of assigned project from development to production.
You will identify and obtain required resources, adhere to milestones, and report progress to senior management to achieve cost, schedule and performance goals.
You will advise others based on your knowledge and experience writing product specifications, requirements and research recommendations as well as Standard Operating Procedures and User Guides.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
FOR NT-05 (GS-13/14 equivalent): Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Monitoring applications software to ensure availability of services to all users and perform necessary maintenance to support software continuity.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: providing advise and guidance to customers to troubleshoot, recover, and improve IT systems.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: preparing reports and presenting recommendations.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: troubleshooting techniques and tools in order to determine appropriate configurations, test and correct operating problems, and prepare recommendations on architectural or system issues.
**NT-05 (GS-13/14): In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower pay band NT-04 (GS-11/12 equivalent), or grade level in the federal service or equivalent experience in the private or public sector applying concepts, methods and policies of information system management to develop, implement, and maintain information systems to diagnose and identify faults for resolution on the server or architectural system for an organization.
FOR NT-04 (GS-11/12 equivalent): Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Monitoring system availability to ensure availability of services to all users, and perform necessary maintenance to include ensuring current version of supported software are available to support systems continuity.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: providing input in the planning and delivery of customer IT support services; or reporting, responding and resolving customer IT requests.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: present formal or informal training and assistance to customers.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: using troubleshooting techniques and tools in order to resolve IT issues, use data recovery tools and techniques to recover data in case of hardware of software failure.
**NT-04 (GS-11/12): In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower pay band NT-03(GS-09/10 equivalent), or grade level in the federal service or equivalent experience in the private or public sector utilizing IT standards and protocols to configure, install and troubleshoot customer IT systems for an organization.

Education
NT-04 (GS-11/12 equivalent): In lieu of experience, education may be substituted in one or more of the following are met:
- successfully completed a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.
OR
- successfully completed 3 full years (54 hours) of progressively higher graduate level education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
