Duties

Use automated systems in accordance with guidelines and organization's requirements. Interpret personnel policies, standards and guidelines to assist customers with questions. Provide guidance and assistance in the administration of personnel programs. Compile data to identify trends in deficiencies and accomplishments. Research and analyze historical documentation to improve operations and developing recommendations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the employee to occasionally travel away from the normal duty station.
  • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position requires a Secret Security Clearance.

Specialized experience is defined as: Work that involves experience in applying the principles, practices, and procedures involved in administering military personnel actions; experience developing, upgrading, and coordinating publication of directives and objectives pertaining to military personnel actions; experience compiling statistics and analyzing data and recommending changes to applicable personnel programs. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below:

Master's or equivalent graduate degree

OR

2 full years of progressively higher level graduate education leading to such a degree

OR

related LL.B or J.D

Combining Experience and Education: Combinations of successfully completed post-high school education from an accredited college or university and experience may be used to meet total qualification requirements and may be computed by first determining education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify for positions at grade GS-9. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education above 1 year by 10. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) (Note: You must attach a copy of your transcripts for verification.)

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
