About the Position: Serves as the primary Counter-Improvised Explosive Devices (C-IED) and Counter- Unmanned Aerial Systems (C-UAS) Planner in the Countering Weapons of Mass Destruction (CWMD) Division for the U.S. Army Special Operations Command (USASOC) G3 in Fort Liberty, NC. Position may be filled as a temporary promotion or detail NTE 5 years by a current permanent Army employee.

Duties

Functions as C-IED and C-UAS Operations Planner for USASOC. Conducts operational requirements analysis to delineate C-IED and C-UAS tactics, techniques, and procedures (TTP), assessment of plans, technological developments. Provides technical expertise, analysis, and advice to USASOC staff and leadership on a wide range of issues dealing with C-IED and C-UAS operations planning, organizational change, organizational culture, operational management and analysis. Represents and acts on behalf of USASOC at exercise meetings, conferences, work groups, and other professional meetings relating to the C-IED and C-UAS mission area. Develops C-IED and C-UAS training objectives and courses of action for USASOC and joint exercises. Maintains awareness of readiness status of USASOC forces as it pertains to C-IED and C-UAS operations, and capacity of those organizations not assigned or attached to USASOC. Identifies equipment, systems, tools, and contingency manpower requirements for C-IED and C-UAS support to USASOC, GCCs, TSOCs, and other operational and contingency execution ensuring all C-IED and C-UAS considerations are taken into account. Provides representation at C-IED and C-UAS-based working groups, forums, meetings, and/or conferences. Evaluates emerging concepts, doctrine, and new materiel systems prior to committing USASOC to a course of action. Develops briefings and presentations on C-IED and C-UAS family of systems to represent the command internally and externally. Coordinates with the IA/IC (Inter-Agency/ Intelligence Community) with regard to Critical Threats Integration Cell (CELL) activities. Functions as the Government Flight Representative (GFR) for USASOC activities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • TDY may constitute up to 25% of the time both within and outside the Continental United States.
  • As needed, position may require working overtime, weekends and/or holidays.
  • Must be able to obtain and maintain a To Secret Special Sensitive with Sensitive Compartmented Info. (SCI) security clearance.
  • This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

One year of specialized experience which includes experience with: 1) Counter- Unmanned Aerial Systems (C-UAS) programs within Special Operations Forces (SOF). 2) Developing Counter-Improvised Explosive Devices (C-IED) 3) Directing the development of readiness actions to include readiness assessments and analyses of plans. 4) Advising senior leadership on C-UAS and C-IED planning, operations, and issues. 5) Applying a wide range of qualitative and quantitative methods to provide analytical and technical evaluation of component C-UAS and C-IED plans and program improvements. 6) Assessing complex vulnerabilities to develop strategies, methods, and capabilities to counter threats. 7) Communicate effectively to construct and produce quality Countering Weapons of Mass Destruction (CWMD) plans and related products intended for senior flag officers, SES, and political leadership. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12. You will be evaluated on the basis of your level of competency in the following areas: Oral CommunicationPlanning and EvaluatingTechnical CompetenceWriting Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-12.
