Located in the Orlando VA Medical Center, the Program Analyst performs duties directly contributing to the administrative and data management of Surgery Service and functions under the Chief, Surgery Service. This position provides mission critical analysis and data to support the development of a more comprehensive, coordinated and patient driven system of surgical care. This requires the position to operate independently on behalf of the Chief of Surgery.
Duties
Provides advice and analysis to Surgery Service management, elevating the effectiveness of clinical and administrative operations.
Evaluates and analyzes several programs and report these findings to the Surgery Service management.
Provides analysis and recommendations on administrative plans, policies, programs and operations, monitors compliance and reports to management.
Interprets administrative policies, develops recommendations, defines administrative requirements, and/or provides advice to management on related issues.
Participates in discussions, meetings, conferences and conference calls with management, subject matter and technical personnel, to inform of the analysis.
Compiles information to be presented to upper management for use in development, planning and operation of VISN8 strategic plans and programs for Surgery Service.
Develops and coordinates internal review systems to assure that both clinical and administrative activities are in compliance with agency and accrediting and regulatory requirements and expectations.
Compiles final reports, including comprehensive analyses; identifying discrepancies and planned initiatives for effecting remedial actions. Analyzes and prepares program status reports for review at all levels.
Provides advice and assistance regarding possible need for revision of regulations and policies governing planning activities in the transition to a full-service hospital.
Supports Surgery Services assigned application software packages; independently gathering and organizing narrative and statistical information on provider mapping, productivity and OR utilization using general methods, techniques, and precedents.
Performs on-site review, fact-gathering, and research assignments to provide data to the supervisor for regional conferences in support of VISN objectives on EWL reduction, productivity and RVU's, recapture of non-VA care, and submitting proposed changes in the evolution of this objective.
Maintains and effectively supports Surgery Service assigned application software package(s). Creates VistA accounts, assists with electronic signature code, ensures user agreements are signed, and assigns appropriate menus, security keys, user classes, person classes, consult services membership, mail groups, request network accounts and membership into network groups.
Acts as TMS Administrator for Surgery Service; develops procedures for training and trains personnel in applicable computer applications for their service. Create and designs training aids/materials (PowerPoint, Word, Graphs, Charts) to assist management for service training as required.
Work Schedule: Monday-Friday, 8:00 a.m. - 4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/02/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: interpreting policies, defining requirements, developing recommendations and providing advice to management; compiling information to be presented to management for use in development, planning and operation of strategic plans and programs; compiling final reports, including comprehensive analyses; identifying discrepancies and planned initiatives for effecting remedial actions; validating a variety of databases; performing functions associated with accurate data processing and system maintenance; serving as the Automated Data Processing Application Coordinator (ADPAC) to create accounts, assist with electronic signature code, ensure user agreements are signed, assign appropriate menus, security keys, and mail groups, requesting network accounts and membership into network groups; entering help desk requests and determining computer equipment requirements; acting as the Talent Management System (TMS) administrator to develop procedures for training. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Physical Requirements: The work is primarily sedentary. The employee sits comfortably to do the work. However, there may be some walking, standing, or carrying of light items such as manuals or files. The work does not require special physical demands.
