Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include but are not limited to: Prepares and coordinates reports ad collaborates closely with the Associate Chief of Staff for Education & Research and facility management to provide leadership and assistance in reaching graduate medical education goals and initiatives. Participate in the development of the facility's short- and long-term plans to assure implementation of academic affiliation principles. Prepares recommendations which impact the way planning and integration of the academic affiliation is carried out. Performs administrative work related to the Office of Academic Affiliations (OAA) initiatives. Develops, administers, and resolves policy, program and project issues associated with educational and resident programs including resident physicians, fellows, and medical students. Analyzes new or proposed policy concerning resident programs with specific emphasis on resident supervision to assure compliance with regulations and compatibility with the agency mission. Develops, analyzes, evaluates, and advises on issues to help improve the effectiveness of the medical center's physician resident and medical student trainee programs. Participates on committees, task forces, and teams as the physician resident and medical student educational expert. Analyzes continuous quality improvement (CQI) through the Learner's Perception Survey (LPS), education interventions, trainee satisfaction and competency, trainee satisfaction and competency, resident supervision, and access to care. Prepares budget requests; stimulates the appropriation of fiscal support; prepares program calendars and provides ongoing assistance in fulfilling the medical center's obligations and staff needs. Assists in composing responses to action items from VA Central Office and VISN level staff regarding OAA or other related offices/initiatives. Promotes and disseminates academic affiliation initiatives and other related projects with VISN, facility leadership and medical center groups. Assist in the design and distribution of training materials, communication, data collection to be utilized with assigned initiatives. Responsible for the allocation process of all VA funded residents, their appointments to the VA, and management of disbursement agreements with all necessary affiliates including the West Virginia University School of Medicine. Performs intermittent reviews of supervisory procedures and documented results of clinical services to ensure the resident education program continues to remain compliant with regulatory bodies that govern the training programs. Performs program reviews to ensure all medical center training programs follow duty hour regulations. Assures the balance of education to service duty is consistent with ACGME and individual residency review committee guidelines. Work with each service to accurately record and report resident time to secure and disburse appropriate compensation to the affiliate institution(s). Other duties as assigned. Work Schedule: 7:30 a.m. to 4:00 p.m., however, subject to change based on the needs of the Medical Center

QUALIFICATIONS To apply for this position, you must have the following qualifications: SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience equivalent to the next lower grade level in Federal Service that includes performing the following duties: Oversees and directs all budget-related issues.; Determines priorities and overall project needs.; Applies analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations.; Develops policies, guidelines and/or procedures.; Evaluates work performance.; Identifies and arranges for development and training needs. (Resume(s) must clearly support the duties and experience required for this position. We will not make assumptions regarding experience.) -OR- SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related -OR- COMBINATION OF EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED): Equivalent combinations of successfully completed education (beyond 18 semester hours) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses directly related to the work of this position. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Manages Human ResourcesPlanning and EvaluatingProject ManagementTechnical Competence IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is primarily sedentary. Typically, the incumbent a sit comfortably to perform portions of the work. However, there is periodic walking, standing, bending, carrying of light items such as files, instructional materials, books, and manuals. No special physical demands are required to perform the work.
