As the Legal Administrative Specialist, you will enhance the efficiency and impact of Human Trafficking Prosecution Unit (HTPU) operations by conducting threat assessments; developing and maintaining data management systems, policies, and protocols; and producing qualitative and quantitative data analyses relevant to evaluating and enhancing HTPU's litigation, enforcement, coordination, outreach, training, and victim assistance.

Duties

The incumbent will serve as a Legal Administrative Specialist. Duties include, but are not limited to: Tracks, compiles, verifies, analyzes, and reports data and statistics regarding anti-trafficking efforts, initiatives, and programs. Conducts quantitative and qualitative assessments and produce definitive analyses relevant to evaluating and enhancing performance of trafficking investigation, prosecution, detection, enforcement, outreach, capacity-building, case-mentoring, training, coordination, victim assistance, and policy advocacy efforts, including analyses of District-specific, regional, and nationwide data pertaining to human trafficking threats and anti-trafficking efforts. Streamlines and maintains intake, triage, screening, cross-referral, monitoring, and tracking systems for reviewing and analyzing human trafficking complaints, referrals, reports, matters, and cases. Reviews, processes, and tracks requests for certification related to adjustment-of-status petitions and other victim immigration provisions, and analyzes information regarding the volume, nature, sources, characteristics, responses, outcomes, procedures, and processing times of such requests. Establishes and maintains an HTPU intranet site of up-to-date anti-trafficking detection, investigation, and prosecution resource materials for law enforcement partners. Develops, indexes, updates, and organizes internal repositories of relevant legal, policy, and programmatic resources to enhance development of specialized expertise. Compiles and updates relevant content for HTPU submissions to Department-wide and interagency public-facing human trafficking websites and reports. Conducts District-specific threat assessments, and coordinates law enforcement link analysis, deconfliction, and intelligence-driven targeting efforts related to the identification, investigation, and prosecution of human trafficking crimes. Analyzes and summarizes evidence in criminal investigations and prosecutions and generates data visualizations accurately.

SELECTIVE PLACEMENT FACTORS (SPFs): In addition to the specialized experience requirements, SPFs will be used to determine minimum qualifications. Experience applying victim-centered; trauma-informed approaches in human trafficking investigations; prosecutions; and enforcement programs involving coordination among multiple law enforcement agencies, other government agencies, and non-governmental victim advocates. In addition to the SPFs, you must also possess the specialized experience below. Specialized Experience Requirements To qualify at the GS-12 grade level, candidates must have one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service or other pay system. Examples of specialized experience include: investigating human trafficking crimes involving forced labor, trafficking of foreign victims into the U.S., and sex trafficking of adult victims by force, fraud, or coercion; analyzing evidence and intelligence related to such crimes; and applying victim-centered, trauma-informed approaches in human trafficking investigations, prosecutions, and enforcement programs involving coordination among multiple law enforcement agencies, other government agencies, and non-governmental victim advocates. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
