You will serve as an INFORMATION TECHNOLOGY SPECIALIST (NETWORK) in the IA/CERTIFICATION-ACCREDITATION BRANCH, IA/CYBERSECURITY DIVISION, INFORMATION TECHNOLOGY AND CYBER SECURITY OFFICE of PORTSMOUTH NAVAL SHIPYARD.
Duties
You will serve as the Electronic Key Management System (EKMS) Program Manager and be responsible for the security of all Communication Security (COMSEC) materials.
You will provide procedural and instructional user guidance for the handling and safeguarding of Electronic Key Management System (EKMS) and Communication Security (COMSEC) materials.
You will assist with the development, implementation and maintenance of security policies of an Activity Information System Security Plan (AISSP).
You will develop training to ensure compliance with Communication Security (COMSEC) or Electronic Key Management System (EKMS) regulations and procedures.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- MSP/PPP applicants must currently hold the required security clearance.
- You must obtain and maintain qualifications in accordance with DoDM 8140.03 Cyber Workforce Qualification and Management Program, February 15, 2023 and supporting Department of Navy policies, for work role within 9 months of appointment.
- You will be required to obtain and maintain a current Center for Information System Dominance Learning Site certification "Electronic Key Management System (EKMS) Manager" within six months of selection.
- You will be required to obtain and maintain a DoD baseline certification (e.g., A+, Network+, Security+ or SSCP; CAP, GISF or GSLC) within six months of hire.
- You will be required to obtain and maintain appropriate Computing Environment (CE) certification for the Operating System(s) and/or security related tools/devices they support within six months of hire.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

EXPERIENCE:
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. IT-related experience must demonstrate each of the four competencies listed below:

FOR THE GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
Experience conducting risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, risks and protection needs;
Experience conducting systems security evaluations, audits and reviews;
Experience utilizing knowledge of existing Information Security (INFOSEC) and Information Assurance (IA) requirements, policy, and procedures which potentially affect Shipyard information systems and emanation security requirements;
Experience utilizing knowledge of systems security certification and accreditation (C&A) requirements and processes.
FOR THE GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
Experience administering risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, risks and protection needs;
Experience administering systems security evaluations, audits and reviews;
Experience applying knowledge of existing Information Security (INFOSEC) and Information Assurance (IA) requirements, policy, and procedures which potentially affect Shipyard information systems and emanation security requirements;
Experience applying knowledge of systems security certification and accreditation (C&A) requirements and processes.

Education
Education For GS-11 :
All academic degrees and coursework must be from accredited or pre-accredited institutions. Accepted degrees: degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
