The primary purpose of this position is to serve as 53d Wing (WG) Security Specialist and security advisor, using multiple security disciplines (Personnel, Information, Industrial and Physical security) to apply security oversight and management to Special Access Programs.

Duties

Implements DoD, USAF, USN, DIA, SAF IA, and National Industrial Security Program and 53 WG policies. Manages the Special Access Program Inspection Process. Coordinate with security experts to ensure not only US national policies are implemented, but also that accommodations are made for national specific security requirements. Implements and administers SAP industrial security program. Implements and administers SAP physical security program.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of regulatory provisions to correctly respond to requests for physical, information, personnel, and industrial security guidance or assistance, identifying the nature of the issues involved and researching guidelines to identify the policies and procedures that apply to their solutions. Substantive knowledge of confidentiality requirements related to sensitive personal information, clearance investigations, as well as the procedures which must be followed to protect the information. In-depth knowledge of a wide range of collateral, SAP and SCI security principles, concepts, and methodologies to review, independently analyze, and resolve difficult and complex security problems. Knowledge of a wide range of security program relationships and expertise in information, physical, personnel, computer, and industrial security are required. Knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Substantive knowledge of concepts, procedures, and practices within various SAP and SCI security disciplines, under the DoDM directives (personnel, physical, information, AIS, industrial, OPSEC, and COMSEC) to implement security programs in these areas. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for the organization. Substantive knowledge of clearance adjudication process and what constitutes derogatory information. Substantive knowledge of procedures, forms, information and confidentiality requirements related to sensitive personal information to request security investigations. Applies advanced-level knowledge of one or more automated databases and software application associated with a specific security function to recognize, locate, and insert data/information; support office and security operations by demonstrating a thorough understanding of the unit mission; and produce a variety of documents and reports. Ability to consistently provide competent, professional and effective guidance to customers. Ability to communicate clearly, concisely and accurately both orally and in writing. Ability to establish effective professional working relationships with Wing, coworkers and customers, and CAF units contributing to a cooperative working environment and successful accomplishment of the mission. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
