The Health System Specialist (HSS) position is to serve as the Associate Medical Center Director. The position involves interaction with all levels of Medical Center personnel on a day-to-day basis along with other federal and non federal agencies. The Staff Associate is a member of the Executive Team which requires knowledge of all aspects of the Medical Center's operation and the VA system as a whole.
Duties
The duties of the position include, but are not limited to:
Assisting in planning, organizing, evaluating, advising, and coordinating administrative activities.
Assisting with resource allocation decisions to include improvement of productivity, implementation of controls, short- and long-range planning.
Advising top management on the impact by programmatic/policy change.
Formulating policies and procedures, adapting existing policies and procedures and/or formulating new policies and procedures.
Assisting with resource allocation decisions to include FTE ceiling, salary budget, equipment budget, space utilization, and maintenance contracts.
Assisting in preparation of a variety of daily, weekly, monthly, and annual reports.
Leading committees or representing Executive Team Members on committees and work groups, and in meetings that support the hospital mission.
Work Schedule: Monday - Friday (8:00am - 4:30pm)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/08/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Health System Specialist GS-13 requires the Individual Occupational Requirement be met:
Education: Undergraduate or Graduate Education in one of the following major studies; hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems.
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
In conjunction with the basic requirements above you must also meet the specialized experience as described below for GS-13:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: planning, organizing, evaluating, advising and coordinating administrative activities; formulating policies and procedures in assisting with productivity, implementation of controls and short and long range planning; maintaining allocation decisions to include budget, FTE ceiling and space utilization.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary and is usually accomplished while the employee is comfortably seated at a desk or table. Some physical demands such as standing, walking, bending and lifting (up to 40 pounds) is required. Physical exertions including stretching, reaching, and pulling or pushing carts occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets. The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.
