The primary purpose of this position is to serve as a Senior Information Technology Cybersecurity Specialist responsible for performing analysis, planning, design, implementation, documentation, assessment, and management of the Special Operations Forces Information Environment, Cyber Security Service Provider, and Computer Security Incident Response Team actions.

Duties

Serves as a subject matter expert in matters pertaining to Cyber Security Service Provider (CSSP) operations and governance. Develops, staffs, coordinates, publishes, drafts, and recommends actions and decisions for management of the SOF Cyber Security Service Provider and Incident Response Teams. As the SOCOM Cyber Security Service Provider Manager, participates in management discussions, meetings, committees, and/or special projects. Defines, documents, agrees to, monitors, measures, reports, and reviews the level of IT services provided. Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic viewpoint to ensure overall information protection requirements meet mission requirements.

  • May occasionally be required to work other than normal duty hours, and/or shift work may be required which may include evenings, weekends, holidays, overtime and/or irregular hours.
  • Must be able to obtain and maintain a Top Secret clearance with access to Special Compartmented Information (SCI).
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
  • Required to perform TDYs of varying duration to other military installations. Travel in and out of CONUS to include operational foreign countries in support of enterprise service development and delivery management.
  • May be required to travel on military and commercial aircraft.
  • The duties meet all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.
  • ( cont'd).. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve.
  • The appropriate cybersecurity certification must be obtained within six months of assignment of these duties. One six-month waiver may be granted. Failure to obtain certification may result in removal from this position.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one (1) year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes: Applying advanced information technology policy and planning principles, concepts, methods, and standards, sufficient to provide expert technical advice, guidance, and recommendations to Command-wide management and IT specialists on critical IT issues, and IT development applications to previously unsolvable IT problems; Analyzing and evaluating complex program management issues and apply effective problem-solving and decision- making strategies and performance measures; Application of the principles and provisions of major Chief Information Officer (CIO) legislation, including the Clinger-Cohen Act, Paperwork Reduction Act, and Government Performance and Results Act, and the ability to apply standards and practices to ITM career management programs, services, and policies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Specific knowledge of DOD Cyber Security Service Provider objectives, Enterprise scale Security Architectures, incident response, and security tool interdependencies with other IT services, as well as knowledge of a wide range of current and emerging IT, cybersecurity, information operations, telecommunications, and intelligence systems theories, concepts, principles, practices, procedures, policies, standards, operational requirements, and the associated ability to relate this knowledge to SOF user requirements. Knowledge of the policies, processes and procedures used by DoD and USSOCOM for operational support, strategic planning, programming and budgeting, and acquisition management and how they apply to planning and programming of CSSP, IT security systems, and interdependent telecommunications systems. Knowledge of the operational and performance characteristics of Enterprise Scale cybersecurity information technology, Enterprise Cloud integration, and the USSOCOM SIE sufficient to develop requirements, procedures, policies, standards, and practices for SOF use. Ability to establish goals and assess progress towards their achievement; develop concrete action plans to solve problems; to adjust work objectives to meet changing programs, and to negotiate effectively with management to implement recommendations. Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions, and solve a variety of IT problems; and to analyze component interrelationships and evaluate network systems and computer applications from an operational perspective. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
