You will serve as a SUPERVISORY INFORMATION TECHNOLOGY SPECIALIST (PLCYPLN) in the Information Technology Directorate of NCIS.
All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status.

Duties
You will develop strategic plan and setting timelines for evaluation, development, and deployment of all technical, web, and mobile services.
You will have a full responsibility for planning, managing, and directing projects and programs for technology development and delivery.
You will synchronize current and future IT with future plans and directions provided through command guidance and DoD directives.
You will provide direction, and technical/professional guidance to IT teams.
You will determine manpower, equipment, material, space, and other resources needed to meet project/program requirements.
You will establish workload priorities and initiates assignments based on the difficulty, complexity, type of work and incumbent capabilities.

Qualifications
I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Assists the Command Information Officer (Command IO) and Deputy Command IO with the approval and assignment of priorities for technology projects across the Naval Criminal Investigative Service (NCIS) enterprise. Works with the Command IO/Deputy Command IO and the Office of the Command IO (OCIO) staff to develop and budget for technology transformation programs including determining how mainstream and emerging technologies can be used to transform IT operations and advance NCIS business strategy using trendspotting techniques. Establishes common objectives and builds momentum toward achieving measurable business value leveraging defined strategies, strategic investments, IT audits, risk management and internal control standards.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Leads customer engagement working with business functions to understand customer and market requirements in order to translate them into digital products and services that enable new business models and drive strategic business outcomes. Explores and promotes new approaches to delivering IT services to customers, such as the use of low/no-code technologies, piloting different commercial off-the-shelf (COTS) cloud-based solutions and easing demand by creating reusable processes and technologies that can be implemented once and used many times for economy of scale.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Regularly provides guidance and instruction to site managers located at NCIS Field Offices throughout the NCIS enterprise. Promotes the use of innovative/enterprise platforms to explore new IT capabilities and new ways to meet NCIS' business needs in a sustainable manner; works collaboratively with the senior stakeholders to provide strategic guidance around innovation efforts and experimenting with new solutions designed to address gaps in the digital business strategy of the enterprise. Establish and communicate requirements in acquiring technology applications, services, systems and equipment.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Leads the adoption of modern methodologies and concepts to be used across the enterprise designed to reduce risk, introduce efficiencies, and identify opportunities for process re-engineering and standardization of technologies and tools in the IT operating environment. Acts as a trusted advisor, developing and maintaining effective relationships with senior leadership and staff across the organization. Engages in major decisions and procurement of technology centered around technology modernization, optimization and consolidation, and major IT systems such as Customer Relationship Management (CRM) or Enterprise Resource Planning (ERP).
In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector managing and providing technical oversight of IT project activities and resources to support the delivery of IT services and solutions; organizing and coordinating resources to achieve organizational goals and objectives; AND planning, organizing, coordinating, assigning, directing and evaluating the work of managerial, professional, technical and administrative staff.
