DCSA's Office of the Chief Information Officer is seeking an Information Technology Specialist - Enterprise Architect responsible for developing IT architecture standards, guidelines, policies and procedures for data interchange and common applications used in conjunction with the overall enterprise architecture strategy. The incumbent works with IT stakeholders to strategically rationalize systems, programs, and applications in accordance with the enterprise infrastructure.
Duties
As a INFORMATION TECHNOLOGY SPECIALIST (ENTERPRISE ARCHITECTURE) you will be responsible for the following duties:
- The incumbent is responsible for developing the architecture across the organization. This includes articulating, testing and maintaining future vision for architecture over time. The incumbent reports to the Chief, Service Design/CTO, who supports the Chief Information Officer.
- Develops and ensures enterprise IT architecture standards, guidelines, policies and procedures for infrastructure, data interchange and common applications are used in conjunction with the overall enterprise architecture strategy and target IT architecture.
- Reviews high level business requirements, familiarity with difference system development life-cycle frameworks.
- Designs cloud architectural solutions to effectively meet the strategic needs of OCIO and DCSA.
- Collaborates with other IT functions in helping to strategically rationalize IT applications in accordance with the target IT architecture.
- Acts as an advocate for the role of Enterprise Architect within the enterprise, working to build support for the function and its staff members among internal partners.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Demonstrated experience Creating , refining and oversees execution of the internal processes of the Enterprise Architecture function, including documenting processes, building support for points of interaction and ensuring the deliverables match the expectations and timing needed by internal partners and stakeholders; Demonstrated experience collaborating with all internal IT functions to promote use of technologies, receive feedback and guide teams to assist in business alignment with technologies; Demonstrated experience Isolates and defines complex IT architecture requirements and develops new approaches and techniques from both in-house and IT industry sources; Demonstrated experience Implement goals and measures of success for the Enterprise Architecture function within an enterprise, recognizing the current team maturity, skills of the team members, and readiness of the enterprise to accept the role as desired; Demonstrated experience Partnering with the Chief Technology Officers (CTO) to build and ultimately be responsible for driving the implementation of strategic and business architecture objectives with significant impact on the short-term and long-term success.
Specifically you will be evaluated on the following competencies:
1. Enterprise Architecture: Knowledge of principles, concepts, and methods of enterprise architecture to align information technology (IT) strategy, plans, and systems with the mission, goals, structure, and processes of the organization.
2. Information Technology Test and Evaluation: Test, monitor and evaluate Information Technology technologies during design, development, procurement and/or implementation to ensure internal and external requirements are met.
3. Infrastructure Design: Knowledge of the architecture and typology of software, hardware, and networks, including LANS, WANS, and telecommunications systems, their components and associated protocols and standards, and how they operate and integrate with one another and with associated controlling software.
4. Network Operation: Implement, operate, monitor, troubleshoot and/or maintain network systems and associated activities.
5. System Development: Apply IT systems development life cycle management concepts.

Substitution of education may not be used in lieu of specialized experience for this grade level.
