For the Fort Belvoir, VA Location: $139,395-$191,900 (includes 33.26% locality)
For the Redstone Arsenal, AL Location: $127,073 to $191,900 (includes 21.48% locality)
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
Duties

This position is part of the Department of Defense (DoD), Missile Defense Agency (MDA). The incumbent will be responsible for planning and assigning work to be accomplished by the DoD lnspector General (DoD JG) and the Government Accountability Office (GAO) liaison team members.
This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path.
As a Program Analyst at the NH-0343-4 broadband level some of your typical work assignments may include:
Serves as an Audit Liaison and Program Analyst in MDA Congressional Affairs. Performs work on all phases of the external audit process (announcement, data collection, report coordination, and recommendation follow-up) to include oversight and analysis of audits, audit results, and the methods and techniques to meet requests for information and data from external agencies.
Ensures consistency of information shared (i.e. interviews and in writing) externally with Department and Congressional stakeholders (CBO, CRS, GAO) coordinate several audits during all phases, ensuring requested information is provided (for examples: responses to questions related to MDA's mission and the missile defense system). Prepare and coordinate written responses to Department and Congressional requests for information; and coordinate all audit meetings, site visits, and conferences.
Coordinates and adjudicates technical comments, security and policy reviews, and corrective action plans across numerous Department stakeholders to address GAO findings and provide the Department's official response to GAO reports and recommendations.
Researches and analyzes prior agency responses to Department and Congressional inquiries to draft, coordinate, and review agency audit responses to GAO or information requests from other Department or Congressional stakeholders.
Briefs senior officials on the current status of assigned audits. Develops point/counterpoint papers for Senior Leadership testimony and budget hearings analyzing GAO reports and recommendations, identifying potential impact to the agency, effectively conveying MDA's efforts, accomplishments, and the DoD-wide position regarding audit findings.

Qualifications
You may qualify at the NH-04 broadband level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-03/GS-11 grade level in the Federal service as listed below:
Experience as a liaison to external stakeholders for audits of federal programs; conducting audits of national security programs. AND
Conduct research and formally present results, both orally and in writing, to senior leadership on audit findings and recommendations, and the resultant impact on organizational practices in support of national security policy. AND
Work with executive staffs, both internal and external, to provide information to external stakeholders including Congress.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
