The primary purpose of this position is to serve as the Nevada Test and Training Range (NTTR), senior lead IT specialist and subject matter expert in IT related disciplines such as cybersecurity, network services, and systems analysis responsible to provide technical guidance for system design, assembly, integration for NTTR owned network infrastructure/enterprise.

Duties

Plans, organizes, and accomplishes the activities of the NTTR to ensure range community customer IT communications systems, and mission systems comply with legal and regulatory requirements and meet mission needs. Serves as a senior systems analyst and advisor to range leadership. Acts as NTTR representative with a variety of installation and functional area organizations, develops and maintains required programs to support mission needs. Manages the Network Security Program. Functions as a lead technical advisor on contract and budget activities. Performs required testing, troubleshoots, and corrects system and applications software discrepancies, manages mission knowledge, information, and situational awareness processes and systems for operational and testing centers and units.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
  • Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI).
  • Recall to duty may be a requirement of this position; Overtime and/or emergency overtime may be required.
  • Positions which perform information security as an inherent, primary purpose of their position: Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
  • Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3.
  • Failure to receive the proper IA certification may result in removal from this position.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one (1) year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which includes experience with utilizing a wide range of IT best practices, strategies, policies, development, and testing to assess the organization's IT business requirements and make decisions or recommendations that significantly influence important command and/or division toward a course of action, utilizing systems design tools, techniques, methods, precedents, and alternative approaches to analyze the principles and methods available and utilized, and utilizing business processes and operations of customer organizations to review and develop requirements/specifications for systems that meet business requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a broad range of IT cybersecurity principles, concepts, and methods to investigate, analyze, and respond to cyber incidents within a computer network environment or enclave. Knowledge of the principles, methods, and practices for integrating information system components sufficient to plan, coordinate, and administer computer systems, and optimize system performance. Knowledge of IT security principles, concepts, practices, systems software, database software, and immediate access storage technology to carry out activities leading to security certification or accreditation. Knowledge of IT security principles, policies, products, and services to assess risk factors and advise on vulnerability to attack from a variety of sources (e.g., destructive programs/applications/viruses, unauthorized access, disruption of services, espionage) and procedures and methods for protection of systems and applications. Knowledge of commonly applied telecommunications principles, concepts, and methodologies, operating characteristics and capabilities of systems, media, equipment, and related software systems, processes, and procedures to assess the efficiency of operations and make recommendations involving equipment and system integrity. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
