This position is located at Bureau of the Fiscal Service, Acct and Shared Services-Shared Services. As a Human Resources Specialist (Compensation), you will provide human resource services in pay and leave administration, personnel records management, labor relations, workers' compensation, employee benefits, retirement services, and HR systems.
Duties
The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Human Resources Specialist (Compensation), you will:
Develop and prepare written outlines, instructions, and other guidance on internal procedures and modify work methods or procedures to ensure implementation of regulations.
Address complex technical workers' compensation problems and research regulations to obtain information for a thorough analysis of the problem. Ensure that workers' compensation claims are accurately processed. Oversee workers' compensation cases to completion. Maintain confidential workers' compensation files and other records.
Plan, initiate, develop, and refine policies and procedures related to time and attendance (T&A), leave administration, and hours of work matters.
Provide operational oversight and serves as liaison with timekeepers and certifying officials to answer questions, identify and resolve processing errors, and reconcile data between the webTA, or other time and attendance program and the integrated payroll/personnel system (e.g., NFC).

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience: For the GS-9, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized Experience for this position includes:
-Applying Human Resource rules, regulations, policies, and practices to gather facts and draw conclusions or recommend solutions to problems. AND
-Conveying technical information and recommendations to customers. AND
-Providing advice regarding HR system functionality or requirements needed to generate reports.
OR You may substitute education for specialized experience as follows: A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. if related;
ORYou may qualify with a combination of education and experience listed above in which the percentage of specialized experience and education totals to 100%. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
Specialized Experience: For the GS-7, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service. Specialized Experience for this position includes:
- Experience utilizing various automated systems; AND
- Preparing and reviewing files or documents for completeness and compliance; AND
- Conveying technical information and recommendations to customers.
OR You may substitute education for general or specialized experience as follows: 1 full year of graduate level education.
OR Superior academic achievement (A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.)

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-9, you must have been at the GS-7 level for 52 weeks.
For the GS-7, you must have been at the GS-5 level for 52 weeks.
