As a Program Manager, you will be responsible for organizational and project management operations. Plans, schedules, and coordinates the functions of the organization, without review and with a minimum of supervision. Location of position: Public Building Services, Office of Design and Construction, Washington DCWe are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
Manages and facilitates functions requiring the application of a wide range of qualitative or quantitative methods to assess and improve program effectiveness or complex management processes, projects, and systems.
Manages and oversees complex program management functions, which have been realigned to streamline broad administrative, project management, and related high-level functions for areas serviced within the NCR.
Oversees the development of procedures for establishing balanced program plans, formulating forecasts of conditions affecting the operating environment, and issuing integrated and comprehensive program planning documents.
Performs analyses and implementation of innovations in business matters.
Collaborates and facilitates high-level work with key government and private officials, as well as top experts and other stakeholders. As a recognized authority and subject matter expert, the incumbent serves on agency, interagency, and technical society committees of national importance as a recognized authority.
Manages a team of management/program analysts and technical subject matter experts who are accountable for data analysis and tracking, data integrity, and business operations and reporting.
Requirements

The GS-14 salary range starts at $132,368 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.
Specialized experience is experience developing and defining short-and long-term strategies to meet the needs and requirements of customer agencies and to promote their satisfaction with products and services. Experience must include providing the overall management of program objectives as well as providing authoritative advice and guidance to ensure the effectiveness and efficiency of project management work for its client agencies and other related stakeholders and partners.
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone, no substitution of education for experience is permitted.
