You will serve as a PERSONNEL SECURITY SPECIALIST in the DEPARTMENT OF NAVY, STRATEGIC COMMUNICATIONS WING ONE.
Duties
You will act as the Commander's representative in certifying, suspending, restoring, decertifying or disqualifying individuals from duties involving nuclear weapons or nuclear command and control positions.
You will develop and implement standardized procedures for the daily operation of unit Personnel Reliability Program (PRP's) to include records, reports, rosters and processes.
You will ensure that all persons assigned to PRP positions meet all of the requirements of the continuing evaluation process.
You will maintain, track, and order personnel security investigations (PSI's) for review as part of the PRP certification and upon adjudication of periodic reinvestigations.
You will maintain personnel security information systems to ensure accurate recording of PRP certifications.
You will conduct personal interviews and briefings with individuals nominated for PRP positions.
You will ensure compliance with other PRP and Nuclear Surety directives to guard against insider threat and ensure the safety and security of assets and personnel.
You will provide authoritative information and assistance to management officials by advising on PRP related issues.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to qualify for inclusion into the Personnel Reliability Program (PRP).
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
For the GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing a Personnel Reliability Program (PRP) by evaluating and assessing individuals to ensure PRP eligibility and certification requirements are adjudicated to maintain program compliance and safeguard against compromise.

Education
Education may be substituted for specialized experience for the GS-11 as follows:
Completion of Ph.D. or equivalent doctoral degree (such education must demonstrate the knowledge, skills, and abilities necessary to do the work).
OR
3 full years of progressively higher level graduate education leading to such a degree (such education must demonstrate the knowledge, skills, and abilities necessary to do the work).
OR
LL.M., if related (such education must demonstrate the knowledge, skills, and abilities necessary to do the work)
