The primary purpose of this position is to serve as the senior Department of the Air Force (DAF) program analyst action officer to the United States Space Force (USSF) Division Chief of Aerospace Medicine Operations and Policy, USSF Medical Operations Directorate.

Duties

Applies expertise of management and organizational principles and practices, along with a comprehensive knowledge of regulations and guidance, in the development, interpretation, and implementation of SG prioritized policies to include HSI, Guardians' medical readiness/performance/ standards policies and procedures to provide planning, research, programming, and budget guidance. Develops new methods for testing, evaluating, and reporting the effectiveness of planning, programming, and budget actions/processes in support of major AF mission and operation plans. Analyzes the effect of high-level decisions (e.g., Joint Chief of Staff), on the overall Planning, Programming, &Budgeting System (PPBS) processes, developing changes in areas where necessary and preparing justification rationales to support the changes. Prepares and presents briefings to Senior AF and SF Medical Leaders on conclusions, many being highly subjective and not readily susceptible to verification until actual operation situations are encountered. Maintains a continuous liaison with Air Staff, other service headquarters counterparts, and Department of Defense (DOD) offices to integrate AF PPBS support actions.

  • Air Force, Space, missile, and/or cyberspace operations experience is highly desirable
  • Incumbent required to acquire and retain a Top-Secret Clearance eligibility with Sensitive Compartmented Information access, based upon a Single Scoped Background Investigation
  • Position may include additional program security requirements to fully perform the duties and responsibilities of the position. Incumbent must be willing to submit to a Counterintelligence Polygraph and mandatory drug testing

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of advanced management and organizational principles and practices for a variety of military medicine, space/cyberspace programs; and a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes; and a thorough knowledge of acquisition, and management processes to provide PPBS guidelines and advisory services in support of long-range mobilization, exercise, deployment, and similar operations planning efforts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBS) and policy, procedures, and schedules for developing Program Objectives Memoranda (POM), Budget Estimate Submissions (BES) and Financial Plans in support of operational plans as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers. 2. Knowledge of military service program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. 3. Knowledge of the relationship of the various military entities involved in overall planning and execution of military operations and evaluations and the methods in which the PPBS process supports them. 4. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations, Human Systems Integration (HSI), aerospace medicine research, Planning, Programming, & Budgeting System (PPBSPPBE), acquisition, special operations, or similar operations. 5. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. 6. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
