You will serve as a STRATEGIC PLANNER within NAVY SYSTEMS MANAGEMENT ACTIVITY. This position is in the excepted service and does not confer competitive status.

Duties

You will develop, integrate, and assess strategic level planning to support execution for the organization's leadership through proven planning methods. You will serve as the subject matter expert to develop, implement, and enable execution of a comprehensive strategic plan for the organization that integrates all necessary planning guidance. You will perform studies and selected analysis relative to operating programs and enterprise management. You will perform very broad and extensive analysis and evaluation on major aspects of high visibility, substantive, mission-oriented programs that involves coordination and fact finding, reviewing, and testing recommendations You will monitor established customer feedback systems. You will negotiate effectively with management to accept and implement recommendations. You will review strategic performance indicators to identify the best means and approaches to integrate multi-directorate programs resources.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector. Specialized Experience includes, 1). Planning and monitoring implementation of plans, policies, procedures. 2). Performing actions or conduct management analysis reviews, which influence policy decisions involving management. 3). Directing and managing top level, high visibility efforts involving strategic business planning, continuous improvement issues and/or program integration. 4). Establishing improvements in organization efficiency effectiveness. 5). Integrating planning efforts and developing a strategic plan.
