This position is in the Excepted Service under U.S.C. 50 § 3024(v) and appointments are made without regard to the requirements of the Competitive Service by laws, Executive order, or OPM regulations.
This position is located in the Office of Economic Analysis, Regional Economic Analysis Division, Bureau of Intelligence and Research (INR/ECON).
Duties
Drafts and presents all-source intelligence analysis on Russia and Eurasia and Eastern Europe countries with respect to their internal economic affairs and foreign economic policy, gleaned from all-source intelligence and expertise.
Represents the Department in interagency meetings, providing briefings and intelligence support to Department policymakers.
Briefs key stakeholders in the U.S. Congress, and serves as an expert in various intergovernmental and non-governmental fora on economic issues in the countries covered by this position.
Advises on and performs intelligence research bearing on U.S. economic relations with foreign governments and international organizations related to the countries covered by this position.
Requirements

- Must be able to obtain and maintain a Top Secret security clearance.
- Obtain/maintain eligibility to access Sensitive Compartmented Information
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience with theories and principles of economics, political science, international relations, and history in conducting intelligence analysis related to Russia and the other countries of Eurasia and Eastern Europe.
Experience producing policy-relevant economic assessments that involve the research and analysis of information derived from a variety of sources.
Experience providing advice, guidance, and consultation to senior officials with regard to the interpretation and application of intelligence reporting.
Experience with current U.S. foreign policy objectives and programs to assess the relevance and implications of economic events affecting the formulations and execution of U.S. foreign policy as it relates to Russia and the other countries of Eurasia and Eastern Europe.
There is no substitute of education for specialized experience for the GS-14 position.
