Current, permanent DFAS employees in the competitive service, eligible DoD PPP Military Spouse preference applicants and current DFAS VRA employees.
Duties
Serves as a high level advisor to DFAS personnel that prepare complex and comprehensive acquisition documents for CSD action.
Provides acquisition knowledge to requirement stakeholders (roles and responsibilities) for development and execution of acquisition packages.
Plans and develops the DFAS repository for acquisition based guides, templates, and instructions on preparing required contracting documents.
Explains, advocates, and negotiates acquisition requirements and strategies with internal program/systems managers, stakeholders, and leadership.
Manages and integrates the work of assigned teams from different organizations within the Agency. Ensures that the skills, tools, and people are in place to meet the customer needs for the projects to be executed.
Performs other duties as assigned.
Requirements

- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience Defined As:
Applying acquisition/contracting regulations, principles, procedures or processes to advise, support, or assess program accomplishments/performance; assisting in the development of policies, procedures and acquisition instructions with regards to an organization's acquisition mission; and utilizing project management principles, concepts, methodologies, and tools.
Time-in-Grade:
Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.
Education
Education is not substitutable for specialized experience at this grade level.
