This position, located under the Director's Office at the Oklahoma City VA Healthcare System is is responsible for overall planning, coordination, implementation, management, and evaluation of clinical applications of patient transportation with particular emphasis on improving care and safety of Veterans.

Duties

Major duties of this position include but are not limited to... Responsible to review for accuracy and process Beneficiary Travel claims for the purpose of reimbursing Veterans for travel to and from VA medical appointments Reviews eligibility of each Veteran before finalizing Beneficiary Travel reimbursements Attends to all details of voucher processing to prevent the processing of fraudulent claims Researches payments for reimbursement when requested by Veterans, Supervisor or the Mobility Manager, coordinating with the Fiscal office when required Prepares data processing report for daily batch review Prepares and audit Beneficiary Travel voucher daily batch for errors Transfers Beneficiary Travel voucher daily batch to Fiscal office Compiles and submit daily clerk report summarizing all vouchers processed, phone calls, and customer service interactions Reviews eligibility of each Veteran before scheduling Special Mode Transportation, including review of CPRS Bene-Travel consults Maintains timekeeping accountability and accuracy within the VATAS program Work Schedule: Monday-Friday, 8:00am-4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/17/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to....knowledge and application of an extensive body of transportation regulations, methods and practices to perform a wide variety of interrelated or nonstandard transportation support assignments and resolve a wide range of problems; Knowledge of travel rules and regulations in M-1, Chapter 25, Beneficiary Travel, Code of Federal Regulations, Chapter 17 and MP-1, Part 2 regarding legal entitlement to travel reimbursement; knowledge on how to extract information and mileage from a road atlas and city street maps and the ability to interpret contracts for transportation services; knowledge of how to organize and maintain documentation and records supporting beneficiary travel reimbursements and vendor payments. Must be able to conduct fraud research and prevention; ability to handle any and all situations with the upmost professionalism with regard to customer service and patient care; knowledge of validation, control and maintaining accounting records for many travel accounts and make frequent dollar amount adjustments of those accounts; must have office automation abilities, to include knowledge of email system, MS Office, spreadsheets and other equipment; knowledge of beneficiary travel reimbursements, includes funds for mileage payments, airline tickets, ambulance, gurney van, wheelchair van, cab and taxi for authorized and unauthorized claims; and knowledge of how to pull data and create reports showing volume and cost of patients transported by special mode and patients receiving reimbursement for travel to their appointments You will be rated on the following Competencies for this position: AccountabilityAccountingCommunicationProblem SolvingQuality Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: No special physical exertion is required. The work is primarily sedentary though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, ect., and occasional visits to activity work sites. Occasional use of automobile and public conveyances may be required. The work requires no special physical demands but will require some physical effort such as standing, walking, bending or sitting.
