This position, located at the Oklahoma City VA Health Care System, serves to provide support for the Veterans Transportation Program (VTP), responsible for transportation workload forecasting, scheduling design, procedure development and quality improvement implementation, modification of processes, evaluation and ongoing operational flow of the Veterans Transportation Program.
Duties
Major duties of this position include but are not limited to...
Collects, compiles, and tracks data and statistical information in support of VTS and Beneficiary Travel
Review documents, reports and/or applications for omissions and inconsistencies and ensures data entry is complete and accurate
Maintains automated systems of program-specific data to track items such as service project milestones, progress reports, program trends, performance measures, compliance strategies, etc.
Provides transportation at Government expense to Veterans and their attendants traveling to and from VA facilities and other places for examination, treatment and care
Promotes the enhancement and facilitation of access to transportation services, including the integration and coordination of services
Assists in cultivating partnerships and multi-agency coordinated transportation activities
Prepares presentations to and attend meetings of a variety of groups, cities, counties, organizations, boards and committees with passenger transportation links to promote coordination amongst agencies
Supports the facility's Fleet Manager through direct management, maintenance and recordkeeping of vehicles operated by VTS in accordance with the Fleet Manager's Guide, state and federal law and local policies
Provides daily supervision, guidance, overall planning, direction and support for the VTP subordinate staff
Establishes guidelines and performance expectations for staff, which are clearly articulated and measurable through the formal employee performance management system
Works with Mobility Manager to survey and evaluate transportation program operations to access compliance with applicable regulations, policies, procedures and sound management practices for VTP operations, drivers and vehicle compliance
Assure administrative support and clerical assistance to employees regarding leave, training and personal issues
Establishes priorities, schedules deadlines for routing and special work assignments and monitors the quality of worked performed

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/23/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-08 position you must have served 52 weeks at the GS-07 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to...Knowledge of and ability to analyze and measure the efficiency and productivity of administrative and technical aspects of the services provided in the Veteran Transport Program (VTP); ability to review and analyze data relative to the VTP operations and functions; ability to identify problems, gather and collect relevant data, assess the data, develop and implement ideas for improvements, (i.e. monitoring timeliness and supply and demand for new transportation resources and routes); ability to understand pertinent State and Federal laws, regulations and policies pertinent to the operation of a passenger/patient transportation program and related support resources; knowledgeable of the Federal Transportation Agency's Grant Program and have the skills to successfully negotiate mutually beneficial and appropriate Memorandum of Understandings (MOUs) with VT/CU grant recipients to the benefit of the VHA and its beneficiaries; and knowledgeable of the American with Disabilities Act (ADA) requirements regarding ADA vehicles and all applicable statutes, regulations and policies regarding transportation of disabled beneficiaries.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. There may be some walking, standing, bending, and carrying of light items such as papers, books or small parts. May be susceptible to eyestrain from working extended hours on the computer.
