This position, located at the Oklahoma City VA Health Care System, collaborates with the VTS Mobility Manager for transportation workload forecasting, scheduling design, procedure development and quality improvement implementation, modification of processes, evaluation and ongoing operational flow of the Veterans Transportation Program.

Duties

Major duties of this position include but are not limited to... Performs a basic analysis of the data and generates a variety of reports; evaluate documents, e.g. sampling plans, permit applications and other data collection forms Reviews documents, reports and/or applications for omissions and inconsistencies and ensures data entry is complete and accurate Analyzes and advises on VTS passenger movement policies and programs; assists in cultivating partnerships and multi-agency coordinated transportation activities Provides training for VTP staff on a variety of transportation management and patient related software such as VetRide or other ride scheduling software contractor's corporate staff, Computerized Patient Record System (CPRS) and Veterans Information Systems and Technology Architecture (VISTA) Assists in developing educational programs such as rider training materials, travel trainer program and community forums Maintains communication with appropriate local, state and federal agencies and private interests Provides daily supervision, guidance, overall planning, direction and support for the VTP subordinate staff; performs the administrative and personnel supervision functions relative to staff support Establishes guidelines and performance expectations for staff, which are clearly articulated and measurable through the formal employee performance management system Works closely and frequently with the Fiscal Service to effectively and efficiently oversee the OKC VAHCS transportation budget, expenditures and obligations and analysis of the VTP budget and provides information and recommendations to Associate Director, Chief Financial Officer, Mobility Manager, and VTS Program Staff, as appropriate, including critical budget areas and all Beneficiary Transportation program matters Assists the Mobility Manager with developing related administrative regulations, such as those governing the allocation and distribution of personnel, supplies, equipment, and other resources or promulgating program guidance for the application across organizational lines or in varied geographic locations Ensures appropriate documentation is present and/or scheduling for Veteran, per VTP program guidelines is conducted; makes special arrangements for Veterans per physician documentation according to Veterans medical condition and is responsible for securing reservations on one of the VTS vehicles or sourcing alternative transportation when VTS lacks the capability to support the Veteran Communicates with VTS drivers traveling to Veteran's pickup location and Medical facilities to resolve potential problems and will maintain communications regarding Veterans return travel arrangements Work Schedule: Monday-Friday, 8:00am-4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/05/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position, you must have served 52 weeks at the GS-07 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to...knowledge and skilled in both oral and written communication; knowledge of and skilled in interviewing, listening, the process of inquiry, recordkeeping and counseling principles; knowledge of and ability to analyze and measure the efficiency and productivity of administrative and technical aspects of the services provided in the VTP; ability to review and analyze data relative to the VTP operations and functions; ability to identify problems, gather and collect relevant data, assess the data, develop and implement ideas for improvements such as...monitoring timeliness and supply and demand for new transportation resources and routes; understanding of pertinent State and Federal laws, regulations and policies pertinent to the operation of a passenger/patient transportation program and related support resources; knowledge of Mobility Management and the knowledge and skills to perform needs assessments and assess resources within the OKC VAHCS catchment area or VISN 19 and to initiate collaborative working relationships with the State Transportation Department, regional and local governmental bodies and community providers in an efficient and cost effective manner that improves access to transportation for beneficiaries and their access to medical care; knowledgeable of the Federal Transportation Agency's VT/CU Grant Program and have the skills to successfully negotiate mutually beneficial and appropriate MOUs with VT/CU grant recipients to the benefit of the VHA and its beneficiaries; and knowledgeable of the American with Disabilities Act (ADA) requirements regarding ADA vehicles and all applicable statutes, regulations and policies regarding transportation of disabled beneficiaries You will be rated on the following Competencies for this position: Administration and ManagementCommunicationsComputer SkillsFinancial Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. There may be some walking, standing, bending, and carrying of light items such as papers, books or small parts.
