THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a TRANSPORTATION ASSISTANT (Title 32), Position Description Number D0899000 and is part of the OK JFHQ, Oklahoma Army National Guard.
Duties
This position is located in the Supply and Services Division, Transportation Branch, USP&FO. Its purpose is to assist in the operation of the Traffic Management program and provide assistance on all matters relating to commercial movement of equipment, supplies, and personnel for both peacetime and wartime.
Recognizes, isolates, and resolves specific and general problems relating to proper utilization of common transportation services.
Makes traffic arrangements with commercial carriers and the appropriate military authorities for charter of passenger service for group movements, and equipment and services for movement of supplies, material and personnel.
Selects modes of transportation and routing to obtain most efficient and economical service to the government in accordance with established policies and regulations.
Assists in the development of budgetary and financial planning in the support of local traffic management programs. Assists in the management of the day-to-day budget associated with the commercial movement of equipment, supplies, and personnel.
Reviews requirements and determines appropriate mode, class of travel, and authorizes routes for group and individual travel.
Obtains domestic and export traffic releases for shipment of equipment for which the Military Traffic Management Command (MTMC) is assigned routing authority.
Determines cost estimates and obligates available funds. Assists in the management of the DOD Carrier Performance Program.
Participates in the development of procedures and studies on a variety of one-time movements, special cargo activities and repetitive high-volume operations.
Maintains and submits necessary reports concerning the overall transportation operation.
Safeguards all accountable forms to include Government Bills of Lading (GBL), Government Transportation Requests, and Uniform Service Meal Tickets.
Responsible for the inspection of commercial carriers' equipment before and after use.
May be required to inspect commercial carrier terminals to locate and expedite the delivery of astray government shipments.
Files claims against carriers in the event of damaged shipments, shortages and discrepancies.
Receives requests for outbound Government Bills of Lading. Initiates and types documents for both foreign and domestic shipments.
Arranges for commercial carriers and forwards paperwork to appropriate location for shipment.
Initiates tracer action on military freight and processes Transportation Discrepancy Reports (TDR) covering inconsistencies incident to shipment.
Responsible for conversion of commercial bills of lading to Government Bills of Lading and subsequent processing.
Prepares Transportation Control Movement Documents (TCMD) for OCONUS movements of equipment.
Operates automated systems.

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Qualifications
Military Grades: E4-E7
GENERAL EXPERIENCE: Experience, education, or training interpreting, explaining, and/or applying basic rules, regulations, policies, and procedures of a transportation program. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must have at least 12 months experience, education, or training obtaining and interpreting information. Experience applying directives and regulations governing transportation of personnel, cargo or freight. Experience verifying legal entitlements or official authorizations for travel, securing from carriers guides and timetables, information regarding schedules, fares, and availability of space accommodations.
Knowledge and application of an extensive body of transportation regulations, methods, and industry practices to perform a wide variety of transportation support assignments and resolve a wide range of problems.
Knowledge of transportation regulations that relate to the movement of a wide range of specialized shipments (over-dimensional, hazardous, and security risk items).
Requires extensive practical knowledge of the carrier industry and specialized shipment needs to identify the appropriate shipping method, carrier equipment, services, and special handling required.
Skill in analyzing and interpreting technical transportation requirements in determining mode and carrier according to priority of assigned shipments.
Ability to work independently to ensure efficient and economical use of carrier service, monitor reports of shipment discrepancies, to locate lost cargo and assess liability for damaged cargo.
Education
Substitution of Education for Specialized Experience - Completion of 2 academic years of education in an accredited college or university will satisfy the requirements for GS-4 positions. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience for GS-5 positions.
