Duties
Serves as a Personnel Security Specialist in the Program Security Branch, Programs Protection, Security, and Intelligence Division.
Coordinates with appropriate agencies on personnel security clearance matters.
Provides personnel security advice and participates in the development and execution of security plans and policies, procedures, programs, and standards .
Ensure effective implementation of personnel security, document security, OPSEC, INFOSEC, Industrial Security, and PERSEC programs.
Reviews contracts, DD Forms 254, and related information prior to contract award.
Ensures that all required security education and training is conducted in accordance with applicable security directives and regulations.
Manages a strategic security access database and coordinates with senior officials for concurrence on program access.
Participates in program and project planning efforts to evaluate the need for security requirements.
Manages, inputs to, and executes the Program’s security databases; manages the Program’s interface with special Defense security databases; accesses and uses the Joint Personnel Adjudication System (JPAS) and Scattered Castles database.

- This is a Mission Essential (ME) position. The incumbent may be required to report to work in the
event of a natural disaster, inclement weather, or crisis.
- This position requires a DoD Security Fundamentals Professional Certification (SFPC) conferral two years of the established employee entry n duty or initial assignment date to this position.
- Required to obtain and maintain a Top Secret clearance with access to SCI and Special Access Programs (SAPs); including submitting to background checks as a condition of employment and/or continued access to Special Access Programs.
Qualifications
To qualify for a Personnel Security Specialist, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Provides support and assistance to supported activities and employees on all security plans and policies.
Provides personnel security advice and participates in the development and execution of security plans and policies, procedures, programs, and standards.
Develops and interprets security policy and coordinates with a host of other federal agencies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
