Duties

You will serve as a CONTRACT SPECIALIST in the O/M SEALIFT/HST (N105B), SHIP OPERATIONS DIVISION (N105), CONTRACTING DEPARTMENT (N10), MILITARY SEALIFT COMMAND O/M, NORFOLK, VIRGINIA. You will develop procurement objectives to be used and approve work statements prior to issuance. You will develop determinations and findings and solicitation document. You will review and approve detailed analyses of all elements of cost in contractor proposals and develop competitive range determinations. You will manage the research and analyses of issues and approve and sign correspondence to contractors.

Qualifications

BASIC EDUCATION REQUIREMENT: A 4-year course of study leading to a bachelor's degree with a major in any field; or At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. EXPERIENCE: GS-12: In addition to the Basic Education Requirement, Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience authorizing and overseeing all contractual actions and phases of program-specific, cross-programs, or non programs; Experience providing effective and compliant execution of assigned contracting workload. GS-11: In addition to the Basic Education Requirement, Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience developing procurement objectives to be used and approving work statements prior to issuance; developing determinations and findings and solicitation documents; and reviewing and approving detailed analyses of all elements of cost in contractor proposals and develops competitive range determinations; Experience developing innovative contracting approaches to arrive at an equitable contract arrangement, GS-09: In addition to the Basic Education Requirement, Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience managing the research and analyses of issues and approves and signing correspondence to contractors; Experience reviewing and developing the evaluation of proposed contract changes and deviations, making any necessary investigations and determinations, and approves or disapproves all such proposed changes. GS-07: In addition to the Basic Education Requirement, Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience serving as principal contracting advisor on the programs assigned to the branch and represents the command as the programs' contractual authority at high-level meetings both inside and outside the command; Experience advising staff and line elements on unusual procurement problems in planning, contracting and administration; GS-05: In addition to the Basic Education Requirement, Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience responding to routine or ad-hoc internal and external requests for information to include taskers and data calls; Experience ensuring contract functions are performed in accordance with the Federal Acquisition Regulation (FAR), the DOD FAR Supplement (DFARS), the Navy Marine Corp Acquisition Regulation Supplement (NMCARS), and internal COMSC Contracting Guidelines. SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
GS-05: NOT APPLICABLE
GS-07: 1 full academic year of graduate education or law school or superior academic achievement
GS-09: 2 full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D.
GS-11: 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree
GS-12: NOT APPLICABLE

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements.
