This position is part of the Department of Energy's, Office of Policy. As a Management Analyst, you will lead efforts pertaining to all aspects of human capital management and executive resources to include recruitment and staffing, performance management, leave administration and work/life programs, employee and labor relations, training and development and related policies, programs and procedures.
Duties
As a Management Analyst, you will:
Serve as Strategic Workforce Manager representing OP in intra-agency and interagency deliberations on issues and leads efforts pertaining to: (1) human resources, including all aspects of human capital management and executive resources; (2) recruitment and staffing; (3) performance management and recognition; (4) leave administration and work/life programs; (5) employee and labor relations; (6) training and development; and related policies, programs, processes, procedures, and guidelines.
Establish and direct organizational programs for human capital management portfolio.
Develop/implement related human capital policies and procedures and ensure the interlinking of cross-cutting programs.
Furnish authoritative, expert advice on proposed management systems, reorganizations, and workforce management.
Serve as OP representative to or leader of intra-agency and interagency teams, working groups or committees, clearly communicating OP viewpoints and articulates OP to the best possible advantage.
Direct the human resources support staff by planning and organizing the work of the team, overseeing approved project plans and applying tactical decision-making and resource allocation.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following:
Administering multiple programs related to position management, special hiring program, performance management program, incentives, telework program, leave administration, and employee and labor relations in support the overall mission objectives AND
Interpreting/Implementing strategies and policies in order to assess the overall impact on human capital objectives, Bipartisan Infrastructure Law (BIL) and Inflation Reduction Act (IRA) AND
Producing a variety of quick turn written materials (e.g., position descriptions, modifications, job assessments, justifications, and incentives requests, etc.) with minimal review in support of human capital requirements.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
