This position is located within the Community Care Section of the Chief of Staff's Office at the Albany VA Medical Center in Albany, NY. Working with superior interpersonal skills, and with numerous health care professionals and other VA staff, Community Care is a team of support staff providing timely, high-quality healthcare for a diverse age range of Veterans being referred into the community.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The major duties include but are not limited to: Works directly with community providers, health systems and groups to facilitate signed provider agreements under the Choice program; Discusses payment methodology, program requirements for timeliness and required documents needed to receive payment, as well as being a front-line salesperson for developing working relationships between the local provider and the VA; Conducts daily monitoring of scheduling management, coordination and analysis of Choice, Non-VA Care Coordination and consult management programs to ensure that the health system has the needed services available through purchase to meet patient care demand; Works diligently to meet the overall needs of the patient, local community providers and VA providers in a timely, efficient manner; Reconciles obligations, authorizations and Community Care consults to ensure all funds are obligated efficiently and correctly; Develops special projects and reports which encompass areas related to identifying potential and/or immediate cost savings for the Health System, budget analysis, projecting and forecasting, operational and staffing analyses; Performs program cost analyses such as development of the Community Care Section life cycle and cost analyses of the program, including cost benefit or economic evaluations of the program; Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of the Community Care Program and operations in meeting established goals and objectives; Analyzes and prepares program status reports; Provides direct supervision to administrative staff, including the Medical Support Assistants; assures the workload is delegated appropriately and the work is carried out efficiently; monitors staff administrative activities and provides feedback; completes performance appraisals; and carries out disciplinary actions when necessary; Oversees quality and productivity of the Community Care Section, independently determining the best course of action to resolve deficiencies; Performs work in conformance with all directives, regulations and VA policies; Coordinates and conducts outreach to community providers, Veterans Groups, etc., explaining the Community Care/Choice Program and the benefits of partnering with the VA; Works with internal VA providers to understand needs and demand and monitors Community Care processes to ensure all care is provided to Veterans on referrals in a timely manner; Acts as the Liaison between the Third-Party Administrator (TPA) and the VA; and, Performs all other duties as assigned. Work Schedule: Monday through Friday, 7:00 am - 3:30 pm. Qualifications

To qualify for this position at the GS-9 level, you must meet one of the following: Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of an Administrative Officer, and that is typically in or related to the work of the position to be filled. Specialized experience includes lead/supervisory experience such as directing the work of subordinates, managing performance, handling employee complaints, reviewing training needs, etc.; providing a variety of administrative management services essential to the direction and operation of a department or organization; performing budget analysis and managing funds; analyzing and measuring effectiveness of programs; and using office automation software such as Microsoft Office (Word, Excel and Outlook) to compile data, prepare reports and correspondence, etc. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. ~OR~ Education: Successfully completed a master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B., J.D., if related, that demonstrates the knowledge, skills and abilities necessary to do the work of the Administrative Officer position. This education must have been obtained in an accredited in an accredited college or university. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. ~OR~ Combination: Equivalent combinations of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrates the knowledge, skills and abilities necessary to do to the work of the Administrative Officer position. Education cannot be credited without documentation You will be rated on the following Competencies as part of the assessment questionnaire for this position: ADMINISTRATION AND MANAGEMENT PERFORMANCE MEASUREMENT CONFLICT MANAGEMENT CUSTOMER SERVICE ORAL COMMUNICATIONS IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: Thework of this position is primarily sedentary, although there may be some physical effort required through the use of computers or transporting documents, presentations and pamphlets to outreach events. Work is typically performed in an adequately lighted and climate-controlled office. May require being in a clinical environment to accomplish tasks. Some travel is expected for this position to have ability to meet with local providers away from duty station to make the best use of their time and schedules.
