Temporary Detail Opportunity NTE 120 days This position serves as the Administrative Officer for the Facilities Maintenance Service within the Albany VA Health Care System with administrative responsibility, accountability and oversight for the entire service including Project Engineering Service.

Duties

Major duties and responsibilities include: Administrative Management: The AO serves to validate data monthly for the Facility Management Service (FMS), which encompasses the Facilities and Engineering Services. The incumbent prepares regular reports through the management information system, such as water quality reports, budget expenditure reports, and timekeeping reports, as well as contributes to Monthly, Quarterly, and Annual Reporting requirements as needed to support quality, fiscal, and human resource accountability. The AO must be familiar with all timekeeping procedures, both manual and electronic, and pay regulations governing both Title 5 and Hybrid Title 38. The incumbent must be able to identify, analyze, and resolve time-keeping problems that arise frequently due to the volume of employees and the complexity of a wide variety of time schedules, including 24/7 operations and special pay issues. Budget/Financial Management Work Monitoring: The Incumbent serves as the Control Point Official for all FMS Control points and uses independent judgment to order most required supplies. They collaborate with the Chief of FMS and other FMS Supervisors to project budget requirements. Participates with managers in reviewing office/supply/service contract needs, plans, and goals to develop budget data and justification for review and approval. Prepares budget package for submission to the budget office and responds to all questions from that office. After the budget has been approved, direct execution. Monitors balances and status of projects and recommends reprogramming of funds as needed. Justifies requests for reprogramming as necessary. Procurement/Contracting: Manages procurement and contracting for FMS. This may include preparing procurement requests, evaluating proposals for work, acting as a Contracting Officer Representative (COR) for services contracts and procurements, and/or maintaining contracting records (i.e., Utility Bills, etc.). Manages procurements and service contracts that require varying approaches. Initiates and prepares contracts to secure adequate resources to facilitate operations, including determining appropriate costs, performing cost analysis, soliciting bids, writing sole source justifications, and communicating both orally and in writing with contractors. Prepares and reviews purchase orders for supplies and non-expendable property such as equipment. Sets up and maintains systems to control purchasing and use of supplies. Conducts periodic surveys of equipment and property utilization and recommends action as necessary to assure that economical and efficient use is made of equipment and other property and other specialized equipment necessary to the effective functioning of PMS-exercises authorizations for obligation and expenditures of funds. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/10/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); accurately preparing timecards for submission and processing; managing and balancing financial aspects of general fund control points and purchase procedures; and performing various human resources/personnel management duties related to recruitment, disciplinary actions, and/or awards. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements You will be rated on the following Competencies for this position: Administration and ManagementComputer SkillsFinancial ManagementManages and Organizes Information Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is a combination of sedentary and requiring physical effort and exertion such as e.g. walking, standing, carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle. May require occasional travel. The work requires walking, climbing stairs, bending, reaching, pushing, and pulling. Requires keyboarding and keen visual acuity.
