VISN 2 Consolidated Network is currently recruiting for one Administrative officer for the VISN 2 Human Resources Management Office. The incumbent will provide a variety of services in such areas as budget, planning, program administration, and training. The Network Human Resources Office provides Human Resources services for the 14 Medical Centers located throughout the geographic area covered by VISN 2.
Duties
Duties
Strategic and Operational Planning: 25%
Responsible for assisting in the development and implementation of policies and procedures for the VISN -these include all of the various aspects of the Human Resources program including: staffing, classification, employee relations, benefits, and related areas. Responsible to assist the Network Human Resources Officer in the development of administrative policies and procedures as they relate to the Human Resources. Responsible for coordinating the needs of the organization based on both long and short-range policies and plans. Incumbent manages and coordinates all administrative aspects of the network human resources program. On major issues incumbent defines the goal to be met, will envision alternative policies, recommends a course of action, and implements the alternative chosen. Coordinates with counterparts in other VISNs to standardize policies, procedures and processes and to facilitate standardized reporting. The incumbent will recognize the need for new polices and bring such policies to the attention of the Network Human Resources Officer.
Human Resources Maintenance 25%
Responsible for personnel administration including knowledge of personnel operations including position classification, grievance procedures, performance standards, and disciplinary actions. Incumbent represents management at labor management meetings, provides information, and resolves conflicts and/or problems that may arise and assures management officials are familiar with the negotiated agreement. Incumbent serves as key figure in manpower utilization program assuring recruitment and retention within approved ceilings are maintained. Incumbent listens to problems and concerns of network employees and helps when possible or secures the advice from Human Resource Officer.
Reports Management 20%
Responsible for the management and final development of all action items such as data calls, FOIA and GAO requests, HCA submittals, and congressional correspondence.
Budget and Fiscal Administration 15%
The incumbent is responsible to management for the program areas, including budget and fiscal administration, strategic and operation planning, resource management, human resources, and reports management. Incumbent gathers and analyzes budget needs of the program and assists in all phases of budgeting within administrative requirements. Plans and maintains a system of internal controls (including reporting) which assures the fiscal management of the network Human Resources program. Ensures that the program will be maintained on a sound basis in accordance with generally accepted accounting practices. Incumbent is responsible for formulation and execution of annual budget including salaries, travel, supplies, equipment, IT and all other general operating expenses. Assembles and compiles budget information (including forecasts) and maintains running account of funds allocated and expended in all sub accounts and makes interim adjustments where necessary by applying the basic knowledge and understanding of budgetary policies, procedures, and regulations. Develops monthly and quarterly cost ceilings while maintaining running control of funds to ensure that accounts are within authorized levels. Represents the Network HR Office in both formal and informal management meetings involving planning, budget, and program (including but not limited to human resources, space, supplies, equipment and IT resources) matters concerned with the establishment of policies and decisions that will ultimately lead to the accomplishment of mandated Network Human Resources Program goals and objectives.
Resource Management 15%
Administers space and equipment programs. Establishes HR/Equipment/Space Policy for the unique and/or complex organization. Incumbent is responsible for constant surveillance, evaluation and planning to ensure efficient utilization of space based on constantly changing and ever-increasing program demands. The incumbent has the authority to plan for revised space requirements and to reallocate space to meet these demands. Incumbent is authorized to be approving official for orders for supplies, services, and equipment. Performs other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday- Friday 7:30am-4pm (Negotiable)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/17/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-09.
For a GS-12 position you must have served 52 weeks at the GS-11.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

To qualify for the GS-11
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience as a Administrative Officer, Secretary, Program Analyst, Program Specialist or Program Support Assistant. Experience in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions (i.e., internal activities or functions such as supply, budget, procurement, or personnel which serve to facilitate line or program operations). Experience managing a department's administrative issues, work processes and administrative operations of an organization. Extensive experience with Microsoft Office Tools such as but not limited to : Outlook, Word, Excel and PowerPoint). Extensive technical Clerical Experience such as preparing reports, preparing correspondences, filing, using automated work processes. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related . OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Masters or equivalent graduate degree.
To qualify for the GS-12
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience as a Administrative Officer, Secretary, Program Analyst, Program Specialist or Program Support Assistant. Extensive experience and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions (i.e., internal activities or functions such as supply, budget, procurement, or personnel which serve to facilitate line or program operations). Comprehensive experience managing a department's major administrative issues, program goals and objectives, work processes and administrative operations of an organization. Customer Service Experience is required. Experience with maintenance of Human Resources processes and procedures. Skill in managing and maintaining manpower levels within the department. Experience managing resources. Extensive experience working with key leadership and management for a department. Extensive experience with Microsoft Office Tools such as but not limited to : Outlook, Word, Excel and PowerPoint). Extensive technical Clerical Experience such as preparing reports, preparing correspondences, filing, using automated work processes..
