Duties
The primary purpose of this position is to lead, manage, and coordinate a wide variety of complex projects. Projects led/managed are typically multi-year, multi-jurisdictional, highly visible, interagency in nature, unique, new, and/or evolving.
Perform the full range of project management activities to include proper planning and management of available resources to ensure established performance expectations are met.
Coordinate with management and senior specialists to define the scope of each project and to determine the necessary time, money, personnel, equipment, licenses, permits, and other necessary resources to complete each project.
In consultation with BLM managers, employees, and stakeholders identify the appropriate interdisciplinary skill sets of employees and/or contractors necessary to perform project activities.
Monitor progress of projects and make adjustments as necessary to ensure successful completion.
Monitor, recommend, and approve budgeted project expenditures and report any variance to the appropriate senior manager for review.

For GS-11:
You must possess one (1) full year of specialized experience at or equivalent to the GS-9 level that is equivalent in difficulty and complexity as indicated by the following examples: 1) planning, scheduling, coordinating and managing a variety of well precedented small scale projects using standard methods and serve as an assistant project manager to a more senior project manager or program lead; 2) communicating orally and in writing with managers, staff, and other stakeholders sufficient to present and convey information, gather data, and provide feedback and recommendations; 3) preparing and organizing information for use in reports and planning documents.

Education: earned a Ph.D. or equivalent doctoral degree -or- 3 full years of progressively higher level graduate education leading to such a degree -or- LL.M, if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (transcripts required).

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate ducation. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
For GS-12
You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: 1) Leading or co-leading interdisciplinary teams through completing Environmental Assessments or Environmental Impact Statements for authorizing projects on Federal Land. 2) Establishing and maintaining relationships with stakeholders, and federal, state, or local agencies to navigate complex or controversial projects. 3) Experience assessing and authorizing Mining Plans of Operation, Utility Scale energy development, and or infrastructure projects.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
