The Bureau of Reclamation, California-Great Basin Region, is seeking interested Bureau of Reclamation internal candidates to be considered for a professional development opportunity with the the division of Human Resources! This opportunity is for a detail or temporary promotion, not to exceed one year.

Duties
The primary duties of this position are:
Provides program direction for employee and labor relations within the Region.
Interprets and clarifies higher-level policies and procedures and develops and implements local plans, policies, and guidance for the administration of functions covering adverse actions, grievances and appeals, employee services, communications, employee relations, incentive awards, and performance management.
Provides technical, advisory, and counseling services to management officials, supervisors, and employees on performance systems and on conduct-related issues to include adverse/disciplinary actions and grievances/appeals.
Investigates, researches, analyzes, identifies, and resolves employee behavioral problems and other organizational difficulties.
Serves as the Regional Labor Relations Officer exercising labor management program responsibilities including unit determinations and petitions, contract negotiation, administration, maintenance and interpretation; negotiated grievance procedure administration, and third-party resolution.
Advises management regarding labor issues and implications including negotiated grievance procedures and recommended remedies and responses.
Supervises a staff of specialists and assistants in the performance of HR program activities.
Assigns and reviews work, evaluates performance, provides training, initiates personnel actions, resolves minor problems, approves leave and overtime, and ensures adherence to Reclamation policies on equal opportunity employment.
Serves as an ad hoc committee member for a variety of Regional committee assignments where HR management representation is appropriate and as one of two principal assistants to the HR Officer in the overall administration and conduct of the HR program.
Qualifications
Applicants currently at the GS-12 level may apply to be temporarily promoted into this position. Candidates applying for temporary promotion may qualify on the basis of Specialized Experience.
Specialized Experience: The candidate's resume must describe specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service demonstrating experience as a senior human resources specialist in employee and labor management relations, experience advising employees and management on regulations and processes associated with discipline, adverse actions, grievances and appeals, performance management, experience negotiating labor contracts and representing management in dealings with union officials. These examples are not all inclusive.
