The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the New Mexico VA Health Care System (NMVAHCS), and reports to the Business Manager, Behavioral Health Care Line (BHCL). The primary purpose of the position is to provide administrative information and assistance to the Behavioral Health Care Line (BHCL) Leadership Team, on the practical and technical aspects of office administration and other administrative support services.

Duties

Assist Business Manager with the overall personnel management of various programs within the BHCL. Responsible for the administrative oversight of various administrative processes. Maintains tracking logs, action items, administrative suspense items Reviews and recommends ways of improving administrative and clerical office procedures and processes consistent with the organizational mission and function. Receives and screens all incoming calls, greeting visitors, veterans and directing them to appropriate staff. Completes local and long distance phone calls on behalf of Business Manager and other staff. Assists with orienting new staff and provides training on Behavioral Health Care policies, safety rules and regulations, CPRS, Vista, Outlook, Excel, TMS, Secure Messaging, etc. Arranges and attends recurring administrative meetings. Reviews outgoing correspondence, all incoming publications, regulations, directives, memoranda. Maintains and updates service equipment and supply inventories, records of equipment needs. Assists with HR requirements and personnel documentation. Coordinates administrative requirements for new employees and ensure compliance of hospital privileges of the current personnel. Participates special projects as assigned by Business Manager. Assist Business Manager with hiring of new employees, students and trainees. Reviews time and attendance reports for employees. Advises supervisors and employees concerning questions about pay, hours of duty and leave. Assists Business Manager with collecting data and budget information from various BHCL control points. Monitors expenses during the year and recommends budget adjustments. Provides oversight for BHCL leased vehicles. Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/29/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-06) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: maintain records and files; utilize automated software to enter and extra data; answer phone calls; greet and assist visitors; and maintain office equipment and supplies. You will be rated on the following Competencies for this position: Budget AdministrationClericalCustomer Service (Clerical/Technical)Recruitment/Placement Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort such as light lifting and walking in the facility or grounds from building to building may be required. Sick leave record will be a factor as the department needs an applicant with a history of reliability in attendance.
