This position is located in the United States Department of Agriculture (USDA), Office of the Assistant Secretary for Civil Rights (OASCR), Office of the Director. In this position, you will serves as a policy expert and advisor providing civil rights and Equal Employment Opportunity policy and technical support to Agency leadership on all aspects of Limited English Proficiency (LEP) obligations.

Duties

Serves as a policy expert and advisor providing civil rights and EEO policy and technical support to Agency leadership on all aspects of Limited English Proficiency (LEP) obligations. Applies enforcement techniques of the field and the legal framework in which the program operates; and a high level of skill in interpreting regulations within the program area, where accepted methods and principles are questioned or challenged. Leads the implementation and regular review of the USDA Language Access Program (LAP) and supports the implementation and review of agencies and offices language access plans. Provides guidance and technical assistance for USDA agencies and offices, as appropriate, on their ongoing language access needs. Develops, leads, and promotes uniformity of policies and best practices relating to language access within the Department, including providing templates and resources for agency and office use.

Requirements

  • You must be a US Citizen or US National.

  • Subject to satisfactory adjudication of background investigation and/or fingerprint check.
  • Subject to one year managerial probationary period unless prior service is creditable. New USDA managers must complete all components of the required training program before the end of the probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. At the GS-15: Specialized Experience: Qualifying experience for GS-15 includes one year of specialized experience comparable to GS-14 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, specialized experience is experience directing, implementing, and evaluating language access programs; evaluating systems that measure organizational performance in meeting language access; and providing guidance and technical advice to program managers on policies and procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
