This position is located in the Department of Homeland Security, United States Coast Guard, Finance Center (FINCEN), Chesapeake, VA.
Duties
This position is located in the United States Coast Guard (USCG), Finance Center (FINCEN) Chesapeake, VA. The position's primary purpose is to serve as a Management and Program Analyst in the Property Management Section, Property Support Branch, Property Operations Division and is responsible for reviewing and processing property asset dispositions for all agency property assets, as well conducting assessments related to trends and efficiency of processes, analyzing findings and reporting on findings with recommendations.

Qualifications
To qualify for the GS-9 level: Applicants must possess experience equivalent to 1 year of experience at the next lowest grade level (GS-7) that is similar to experience gained in the federal sector. Examples of specialized experience includes: applying federal accounting standards advisory board (FASAB) property standards and the appropriate accounting treatment during life cycle of assets. ability to use data processing applications and procedures to advertise/screen assets for final disposition in order to provide service wide support for agency wide property dispositions.
OR
A master's or equivalent graduate degree;OR2 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.ORA combination of specialized experience equivalent to the GS-07 level in or related to the work of this position AND graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience.
To qualify for the GS-11 level: Applicants must possess experience equivalent to 1 year of experience at the next lowest grade level (GS-9) that is similar to experience gained in the federal sector. Examples of specialized experience includes: applying federal accounting standards advisory board (FASAB) property standards and the appropriate accounting treatment during life cycle of assets, ability to use data processing applications and procedures to advertise/screen assets for final disposition in order to provide service wide support for agency wide property dispositions operations and skill in preparing project reports, briefings and recommendations and skill in presenting well thought out and organized briefings with the goal of obtaining understanding and acceptance of findings and recommendations.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related
OR
A combination of education and experience equivalent to the GS-09 level in or related to the work of this position AND graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience.
To qualify for the GS-12 level: Applicants must possess experience equivalent to 1 year of experience at the next lowest grade level (GS-11) that is similar to experience gained in the federal sector. Examples of specialized experience includes: applying federal accounting standards advisory board (FASAB) property standards and the appropriate accounting treatment during life cycle of assets, ability to use data processing applications and procedures to advertise/screen assets for final disposition in order to provide service wide support for agency wide property dispositions operations and skill in preparing project reports, briefings and recommendations and skill in presenting well thought out, organized briefings with the goal of obtaining understanding and acceptance of findings and recommendations and knowledge of property and asset management techniques sufficient to conduct cost/benefit analysis and measure the efficiency and effectiveness of property and asset management policies.
There is no educational substitution at this grade level.
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
