About the Position: Serves as a Budget Analyst in the Programs Control Branch with responsibility and authority for the formulation, justification, and execution, tracking and monitoring of the Virgin Island Puerto Rico Task Force Civil Works Program. Program consists of Civil Works, Continuing Authority, Operation and Maintenance, Support for Others and International programs. This position is located in Jacksonville, Florida or San Juan, Puerto Rico.
Duties
Prepares internal instructions, procedures, and guidance concerning assigned programs. Interprets complex annual budget regulations, policies, laws and guidelines issued in the Annual Civil Works Program Development Guidance.
Coordinate desired changes in programming data (i.e. modifications, deletions, and additions) with appropriate staff, including Project Manager.
Prepares draft and final justification documents that go to the Office of Management and Budget (OMB) and Congress.
Monitors the execution (i.e., obligations and expenditures of program funds) of the approved program for optimum utilization.

In order to qualify, you must meet the education and/or experience requirements described below. Applicants can qualify at either the GS-7, GS-9, or GS-11 grade levels based on applicable education and/or experience. The full performance level is GS-11, if selected at a lower grade level.
GS-7: one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes tracking funding expenditures and commitments through financial management software reports.
OR completed one full academic year of graduate-level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as business management, public management, financial management, accounting, etc.
OR completed all the requirements for a bachelor's degree and am claiming Superior Academic Achievement.
GS-9: one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes monitoring operating budget categories and related expenditures for technical office staff to ensure project funding is appropriately executed.
OR have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as business management, public management, financial management, accounting, etc.
GS-11: one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes maintaining records of funding, obligations, and expenditures for assigned projects through financial management software.
OR have successfully completed a Ph. D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as business management, public management, financial management, accounting, etc.
