Duties
As a PROGRAM ANALYST at the GS-0343-12/13 some of your typical work assignments may include:
The position is located in the Mission Assurance Department (MA); Nuclear Enterprise Directorate (NE); Defense Threat Reduction Agency (DTRA). The incumbent serves as the Program Analyst with responsibility for providing programmatic management for DoD Red Team, Balance Survivability Assessment, and Joint Mission Assurance Assessment programs through the performance of the following specific functions:
Program Analytics (75%)
Assesses and defines technical requirements, resolves critical problems, facilitates communication with all stakeholders, manages program interaction and ensures accomplishment of program goals. Researches and investigates new or improved business and management practices for application to Department's assessment program's operations. Conducts complex and special studies for efficiency and productivity and recommends changes or improvements in work methods, and procedures.
Independently reviews programs with a wide range of perspectives to include resource adequacy and propriety, tracking and evaluation of program execution, and use of performance metrics to identify potential financial management problem areas/trends, which are subject to Agency and higher authority financial management reviews. Advise program managers on management processes, procedures, and methodology. Develop procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems.
Analyzes and evaluates departmental functions and activities being considered for conversion to contract operations. Identifies resources (funding, equipment, facilities) required to support varied level of program operations. Reviews administrative audits and investigative reports to recommend appropriate changes or corrective action required. Defines, plans, develops, and implements controls and procedures for the Department in standard operating procures and policies. Interprets and applies broad guidance outlined by national security policy, DoD, and military service directives, the National Security Agency, and various assorted manuals, regulations, pamphlets and special directives to provide clarification and implementation advice and assistance.
Provides technical expert assistance, consultation, and advice to other professionals; foreign governments; government agencies at the Federal, State, or local level; private industry; organized groups, and individuals. The work involves advising upon and promoting application of the results of research and specialized program knowledge.
Performs extensive and in-depth reviews of the MA Department's assessment programs business and financial practices to ensure Agency and Department strategic objectives can be achieved in an efficient and effective manner, while maintaining assessment program operational requirements. Conduct cost benefits analysis, studies, reports, surveys, inquiries, and evaluations. Prepares oral and written reports and presentations and regularly briefs Division and Department Leadership; prepares graphs and charts that present clear, concise, and effective analytical results of, evaluations and studies performed.
Represents the Department in meetings, workshops and conferences. Drafts responses to correspondence and tasks assigned to the Department.
Financial Management (25%)
Supports Lead Program Manager with the management of fiscal execution to ensure achieving DoD/DTRA obligation and disbursement goals and to optimize resource utilization in furtherance of national security objectives.
Formulates, submits, and defends a cohesive, comprehensive integration plan for current and future fiscal years that can achieve program objectives (i.e., Budget to Strategy). Prepares resource estimates and justifications for plans developed and defends these estimates to higher authority both internal and external to DTRA. Recommends the execution of those programs most likely to yield the greatest results when faced with requirements for plans which exceed available resources.
Facilitates the acquisition, reprogramming, and/or use of resources from different appropriations to support each program's goals, objectives, and operations for both single year and multi-year appropriations within the SMART.
Liaison with contract specialists in the settlement of claims and disputes using all available resources such as auditors and legal advisors.
Performs other duties as assigned.

Qualifications
You may qualify at the GS-12, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
Providing program management or contracting support;
Developing both cyber and non- cyber procurements;
Performing analytical methods and techniques to determine efficiency and effectives of operations.
You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Serving as a program manager or as Contractor Officer Representative;
Developing and managing both cyber and non-cyber procurements;
Applying written and oral communication skills to create, reports, presentation slides, procurement documents, and perform training and presentations
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
