The primary purpose of this position is to serve as a security specialist, providing information, industrial, and personnel security program functions in support of the 53d Wing.
Duties
Implements and administers the Information Security Program for the organization and acts as a Foreign Disclosure Officer.
Implements and administers the Physical Security Program.
Administers the Personnel Security Program for the organization.
Administers the Industrial Security Program for the organization.
Assists managers in implementing security education and motivation programs.
Requirements

- Must be able to obtain and maintain a Top-Secret Clearance with access to Sensitive Compartmented Information (SCI)
- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments
- This position is subject to provisions of the DoD Priority Placement Program
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program
- Employee must pass initial and periodic short notice drug testing.

- Department of Defense Security Fundamentals Professional Certification conferral is required within 2 years of the established employee EOD to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification.
- The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.
- This certification requirement only applies to employees hired onto this position on or after 14 March 2016.
- Incumbent employees with an EOD on or before 13 March 2016 are not required to obtain the DoD certification(s) listed
- above, however, are highly encouraged to do so at their earliest opportunity as it could have a negative impact on future advancement opportunities within the DoD security workforce.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Experience includes knowledge of a wide range of security concepts, principles, and practices to review, independently analyze, and resolve difficult and complex security problems; apply policy direction to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels or degrees of security controls. Knowledge of a broad range of security program relationships, and proficiency in information, personnel, and industrial security to effectively implement and administer applicable security programs and/or coordinate with other specialized security programs. Knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to review plans for proposed or new projects, organizations, and/or missions to assure the presence of adequate planning for information security and other controls.

EDUCATION: Successful completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related in a field which demonstrates the knowledge, skills and abilities necessary to do the work of the positions. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of information, industrial, personnel, and physical security concepts, principles, and practices to plan and implement security programs in these areas.
2. Knowledge of Foreign Disclosure Officer duties as related to foreign visit requests.
3. Knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs.
4. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for the installation.
5. Ability to communicate orally and in writing, clearly, concisely, and accurately.
6. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
