As a Budget Analysis at the GS-0560-12/13, you will be part of CFO Budget and Performance, Office of Personnel Management. If selected, you will be responsible for serving as a Budget Analyst independently performing analytical, technical and administrative duties in one or more phases of the budgetary process.
Duties
Provide oversight of budgeting activities to ensure the appropriate and efficient use of approved funding to prevent over or under spending of approved funding.
Identify and analyze emerging budgetary issues, synthesizes complex materials, and recommend appropriate courses of action to management.
Responsible for overseeing and where applicable assisting with the formulation of budget materials and supporting documentation, to include narrative justification, for the programs he/she is responsible.
Review program budget requests to assure that they conform to agency, OMB and Congressional requirements.
Provide advice and general guidance to assigned programs on the interpretation of budget estimates and the formulation of budget requests.
Review initial budget submission to ensure that planning guidelines are followed and estimates for the fiscal programs are in line targets.
Develop proposed budgetary and procedural guidance (i.e., format for budget estimates) for issuance to the organizations.
Participate in the fund distribution process and controls and reviews assigned areas at the planning, apportionment and allotment stages.
Review operating plans for conformation with established policies, plans, and objectives.
Evaluate operating plans for reasonableness of workload, obligations, and outlay data, ensuring monthly and yearly trends are reflected in the operating plan and recommends any necessary adjustments.
Investigate and explain deviations from fiscal operating plans and program objectives.
Develop monthly analyses of program actual and possible trends, with detailed explanation of significant deviations.
Prepare special analyses, studies, and reports as requested by the supervisor and higher authority.
Qualifications
For the GS-12: You must have one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes experience in assisting in establishing department level policies and procedures through written instructions on implementing basic government-wide budget policies; formulating, coordinating, and monitoring of service budgets, spending plans, and supporting financial documentation of financial programs at a department or agency-wide level; organizing and evaluating organizational operations for the purpose of performing cost benefit analysis; conducting special studies for use in the budget decision-making process; and compiling information using accounting software.
For the GS-13: You must have one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes experience in applying an advanced knowledge of the concepts, principles, practices, laws, and regulations of budgeting and finance (including budget formulation, justification, and execution); reviewing, editing, and consolidating a variety of spending plans, managing and monitoring the status of funds, and preparing financial reports; demonstrated experience using automated systems, financial systems, and Microsoft Office Suite; applying an advanced knowledge of budget rules and policies.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F.
One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.
One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level.
DO NOT submit NON-Pay Impacting Action SF-50's to include "Org Cost Center Change SF-50's, Award SF-50's and/or General Adjustment SF-50's" ect. as they cannot be used to prove time-in-grade.
